BACKGROUND
IUCN, the International Union for Conservation of Nature is a world leader in developing knowledge and understanding for effective action for conservation of biodiversity and management of natural resources.
The IUCN Programme for Central and West Africa, PACO, seeks to recruit a Project Officer based in Ouagadougou, Burkina Faso.
The Project Officer will report to the Regional Protected Areas Programme Coordinator and functionally to the project manager. He/she will serve both as i) a member of the Regional Protected Areas Programme, that implement the technical program of IUCN in Protected Areas in Central and West Africa, and ii) as support team member for projects supporting organizations of the civil society that are involved in improving the sustainable use of natural resources in West Africa, particularly around the complex WAPO.
SPECIFIC DUTIES AND RESPONSIBILITIES
The Project Officer will be primarily in charge of implementing and reporting on the project “Conservation territories management in West Africa”. The objective of this project is to consolidate, capitalize and disseminate a referential of 7 experiences of natural areas management, by reinforcing the capacity of decentralized or community-based local territorial management bodies (IGTL) and local conservation NGO.
The Project Officer will also assist the project manager in the project “Amélioration de la gestion territoriale dans les communes riveraines du complexe WAP”. Later, the project officer will assist in supporting the development of the Governance component of the Programme, building on the knowledge acquired through these projects.
SPECIFIC DUTIES AND RESPONSIBILITIES
- Take a lead role in the implementation of the project on “Conservation territories management in West Africa” ensuring:
• effective project, implementation and institutional alignment
• systematic monitoring and evaluation of on-going project activities
• coherent and consistent communication of lessons learnt to key partners and team members
• organize the capitalization process on the project results and learned lessons
• Oversee the development and implementation of annual budgets and work plans and provide a timely progress report of the project’s financial and technical activities in accordance with IUCN’s practices
- Help with policy component of a small number of projects within the program through:
• support to other staff in developing project related products
• advise project implementation on policy aspects
• develop training, workshops and communication media to build dialogues on protected area and natural resources governance between conservation actors at project sites
• undertake formal teaching responsibilities in our Master and Diploma programs in Protected Area Management
- Support the program manager in reinforcing the governance and policy components of the “West and Central Africa road map for Protected Areas”:
• help in developing and writing of project proposals based on the road map orientations,
• contribute to identify needs from the field, from members and from conservation actors in the region
REQUIREMENTS
• The successful candidate should possess an advanced degree in natural or social science related to environmental policy and governance. At least 5 years of relevant work experience, especially he/she should also have:
- Relevant working experience with NGOs and civil society involved in conservation issues;
- Relevant working experience on Governance and Policy issues related to Conservation, sustainability and or Natural Resources;
- Experience in planning and organizing meetings and workshops;
- Skills and experience on Proposal development and writing would be an asset;
- Demonstrated project planning, management, monitoring and evaluation ability.
Other expected skills include :
- Proven writing ability for technical documents;
- Ability to work as part of the team;
- Advanced user software skills (Word, Excel, Windows);
- Availability to travel mainly in West Africa, and in others regions;
- Exposure to and knowledge of international conventions related to biodiversity and natural resources conservation;
- Interest in teaching or facilitation of dialogues;
- For this position, fluency in French is essential. Spoken and written English would be an asset.
