The Project Manager II manages and leads medium-scale, complex IT projects.  For these projects, he/she establishes project goals and success factors, develops project plans, budgets and schedules with input and buy-in from key stakeholders and team members, and leads the project teams to successfully achieve those goals in the most cost-effective and time-saving manner possible.  Throughout the project lifecycle, the Project Manager II monitors and measures project progress, conducts corrective action as necessary, communicates project status information to all stakeholders, performs risk management, issue resolution and conflict management, and controls project scope and quality.  He/she ensures coordination between multiple TNC departments, TIS units, TNC partners, vendors and volunteers.The Project Manager II obtains go/no-go decisions at all project decision points from the TIS Management Council, and identifies and obtains approval for all project deliverables from the appropriate QA review teams.  He/she leads the cross-organizational, cross-functional project team in using TIS methodologies and processes, and ensures all TIS standards are met.

The Project Manager II works with senior management to develop and enhance IT methodologies, processes and standards, creates templates, and selects and implements project management tools.  He/she researches and incorporates industry best practices as appropriate for TIS.  He/she provides project management mentorship for project leads as requested, and works with supervisors of team members to assist in their professional development.
