Description

Provide leadership, vision and high quality management for IUCN’s Project on Sustainable Fisheries Management for Improved Livelihoods of the Coastal Fishing Community in Tyre (South Lebanon) and assist with the development of the Marine and Coastal Zones Management Programme including the marine species conservation and invasive species management, for the West Asia region. As such this to include strategic planning, continued programme development, and portfolio implementation as well as management of all relevant intervention, in cost effective and high technical quality manner.

The Project Manager reports to the Regional Programme Coordinator of IUCN West Asia.

SPECIFIC DUTIES AND RESPONSIBILITIES

This position involves supporting IUCN West Asia (ROWA) and global marine’s Programme in the development and implementation of the Sustainable Fisheries Management for Improved Livelihoods of the Coastal Fishing Community in Tyre (South Lebanon) Project and the provision of technical and managerial support to the work programme of IUCN on marine and coastal zones. The position should also ensure continued coordination and close cooperation with the Field Coordinator and the project Partners in Lebanon and other ROWA units, IUCN global units, commissions, members, and regional offices. 

Total duration of the assignment is 12 month with possibility to extend up to around 36 month in total, While duty station is Amman, Jordan, frequent travel to Lebanon, and possibly to other parts of the region as may be directed by IUCN is expected.

The tasks to be undertaken include:

1. In close cooperation with the Field Coordinator and the Project Partners, developing the detailed Project overall and annual Work Plans, including the schedule of activities, budget and management plan. 

2. The Project Manager will as well lead the development of the strategic plan and implementing annual work programmes and project activities that contribute to the emergence of a strategic and Regional IUCN ROWA marine and coastal zones Programme, 

3. Developing concepts and proposals and also follow-up leads and requests for proposals from donors, and lead fundraising in support to the areas of interest for this position including from national and international donors to develop the programme and cover project activities and direct costs of staff positions;

4. Ensure that the performance indicators to assess the success of the Project are closely monitored; and 

5. Reporting on the Project activities on a regular basis, and as stipulated in the project document and as may be required by IUCN or donor,

6. Managing and reporting on funds used in Project activities as per IUCN rules and regulations and in line with the donor requirements.

7. Financial management of the Project:
a. Provide overall management of the Project including administrative, financial and coordination of technical inputs including yearly budgeting, overall finance and content reporting, annual planning, 
b. In close cooperation with the Finance HR Manager, ensure that human capacity and financial resources match the Project needs,
c. Closely follow-up with the Project Partners all matters related to the Project,

8. Communicating effectively and persuasively, orally and in writing: 
a. Drafting and publishing Project reports in appropriate languages and feeding results into IUCN ROWA and Global marine and coastal zones Programme communication activities as well as required by the Donor (see Project document); 
b. Representing IUCN ROWA in the Project Steering Committee meeting, national and any other international meetings or seminars as may be required by the RPC/RD,

9. Ensure well established relationship with national authorities in Lebanon and help internal coordination among different partners, and assisting the Regional Director and Regional Programme Coordinator in developing and maintaining local, regional and national working relationships with key partners as may be requested;

In addition, the Project Manager will help with the following:

10. Contribute in a timely and effective manner to the Regional Office intercessional, annual and quarterly planning and finance procedures; 

11. Assist with the leadership of ROWA’s marine and coastal zones management portfolio development, implementation and management of all projects and interventions, 

12. Undertaking other tasks at the request of the Regional Programme Coordinator to ensure the effective implementation of the programme.

REQUIREMENTS


• An international development expert, who posses minimum master degree in marine, fishery resources management, or related field  

• At least 7 years of experience in environmental management projects  

• Strong Project management skills including planning, implementation, budgeting, and monitoring within a non-profit environment  

• Strong knowledge of marine protected areas issues and their linkage with livelihoods issues  

• Good knowledge and background on marine ecosystem management within the region  

• Capacity for coordinating with different national governmental and governmental institutions as well as with donors  

• Strong report writing skills  

• Good knowledge of IUCN, its mission and working requirements, previous experience preferred  

• He/she should have strong professional experience in Project design and proposals preparation  

• Sound knowledge of local community-based organizations and NGOs their institutional and technical issues  

• The expert should be fully fluent in both English and Arabic with excellent report writing capabilities
