DUTIES AND RESPONSIBILITIES Under the general supervision of the Chief, Special Emergency Programmes Service (TCES), the direct supervision of the FAO Officer in Charge of the Iraq Programme, the technical guidance of Chief, Aquaculture Management and Conservation (FIMA), and the operational guidance of the Senior Project Coordinator, TCES, the Chief Technical Adviser will be responsible for management, administration and oversight of the implementation of projects in the fisheries sector. Specifically, he/she will: - provide technical and managerial supervision of all aspects of project implementation, with special reference to project planning, participatory processes, capacity building, extension, equipment procurement, fishery development, monitoring and reporting;
- establish and maintain the operational structure for the project implementation;
- coordinate all the activities of the project, and define clearly the duties and responsibilities, objectives and priorities of the work plans of the project’s staff members, consultants in the field and collaborating institutions;
- establish appropriate linkages with the Ministry of Agriculture (MoA) and other ministries involved and relevant projects;
- establish a collaborative project implementation mechanism, in cooperation with the National Project Coordinator (NPC) and the MoA, by developing a team of capable national staff, with representation from other ministries involved to assist in all project technical requirements and reporting;
- in cooperation with the NPC, MoA and international consultants, convene workshops to prepare a detailed project work plan and specifications for equipment to be acquired from abroad; prepare technical specifications and drawings necessary for procurement of inputs and obtain approval by the counterpart Government Authorities;
- organize Project Steering Committee meetings in consultation with counterpart government officials and headquarters technical and operations officers;
- periodically up-date the work plans for the overall project and for individual staff assignments as necessitated by the in-country security situation;
- ensure that in-country project activities focus on revitalizing the private sector and ensure its participation in project activities, including the provision of the support services required by project activities;
- ensure timely preparation of narrative and financial reports for submission to the donor through FAO headquarters;
- convene a workshop, with the assistance of the NPC, MoA and international consultants to prepare a final report detailing all achievements of the project, together with a funding proposal for a follow-up project;
- prepare fully-costed project proposals for further related activities and present them to donors to solicit funding;
- perform other related duties as required.
PLEASE NOTE THAT STAFF MEMBER MAY BE REQUIRED TO TRAVEL TO IRAQ DEPENDING ON SECURITY SITUATION N.B. Promotion to the post is only for the duration of assignment. |
MINIMUM REQUIREMENTS Candidates should meet the following: |
- Advanced university degree in fisheries, aquaculture or related disciplines
- Seven years experience in fisheries or aquaculture development, preferably at international level to include various aspects of project formulation and management
- Excellent spoken and written English

SELECTION CRITERIA Candidates will be assessed against the following: |
- Relevance and level of academic qualifications;
- Extent of relevant experience in management/operation of rehabilitation/development projects, including knowledge of related administrative, operational and financial procedures;
- Experience in remote management of cross-border project operations is an asset;
- Demonstrated ability and experience in project planning, implementation, budgets, monitoring and reporting;
- Demonstrated ability to liaise with UN, NGO, governmental agencies and training and research institutions;
- Extent of experience in the region;
- Excellent oral and written communication and presentation skills in English;
- Working knowledge of Arabic is an asset;
