Background

Addressing issues related to the natural environment in the Republic of South Sudan (RSS) is complex due to the nature and diversity of interacting factors that combine to create adverse environmental impacts. These factors include, inter alia, unregulated, exploitation of natural resources; climate change; predation as a result of the two decades of conflict; large numbers of returnees; and extraction of oil. All of these factors play a part in exploiting and destroying the natural resource base of South Sudan, compromising the livelihoods of the communities who depend largely on the land and its resources for a living.
 
The Government of Republic South Sudan has recently drafted an environmental policy offering opportunities to mitigate some of the above threats including charcoal production, poaching, and logging, all of which constitute potential triggers for renewed conflict within South Sudan. This environmental policy is yet to be presented to theRSS Council of Ministers for review and approval.  
 
UNDP and other development partners are currently engaged in building institutional and technical capacity of RSS institutions. This process if sustained will help RSS to undertake environmental control measures that will reduce rapid degradation of the environment and natural resources. At the same time, it is essential that more immediate and direct action is also needed to address the myriad of environmental issues. 
 
In line with the above, UNDP South Sudan is seeking for an International Environment Expert to fill a vacant post of Project Manager - Environment based in Juba. Under direct supervision of and reporting regular progress of work to the CPRU Team Leader, a successful candidate will also work closely with the CPRU Programme and operation Team, Central UNDP South Sudan operation sections and relevant government counterparts on project management and operation issues. 

Duties and Responsibilities

Summary of key functions:
  • Overall Project Management;
  • Effective Leadership towards Project Implementation Processes;
  • Prepare a high Quality Result-based Reports, Communications, Documentation of Lesson Learned

Function / Expected Results:  Overall Project Management including the following Responsibilities;

  • Day-to-day management of the Environment related Projects implementation on behalf of the Project Board within the constraints laid down by the Board;
  • Manage the realization of project outputs through activities; support the Programme Team of CPRU in the organization of the quarterly Annual Work Plan (AWP) reviews to ensure project activities contribute to the CPAP output(s) and targets;
  • Provide direction and guidance to environment Project Team and responsible parties where applicable;
  • Liaise with the Project Board or its appointed Project Assurance roles to assure the overall direction and integrity of the project;
  • Identify and obtain any support and advice required for the management, planning and control of the project;
  • Provide inputs in identification of linkages between Environment and other related projects in South Sudan, maximizing the efficient and effective use of resources;
  • Provide technical support on integrating sustainable development issues in sectoral, development frameworks and ensure UNDP programme integrate environment considerations.

Function / Expected Results: Effective Leadership towards Project Implementation Processes including the following:

  • Review on a regular basis project details, schedules, deliverables and budget as articulated in the AWP (evidence of progress towards expected outputs, according to schedule, within budget) with the project team;
  • Plan the activities of the environment projects and monitor progress against the initial quality criteria;
  • Mobilize goods and services to initiated environment activities, including drafting TORs and work specifications;
  • Monitor events as stated in the Environment Projects’ Monitoring and Communication Plan, and update the plan as required; including regular field visit to project areas;
  • Manage requests for the provision of funds and monitor financial resources and accounting to ensure accuracy and reliability of financial reports; take corrective action where necessary;
  • Manage and monitor the identified project risks and issues; submit new risks and issues to the Project Board for consideration and decision if required; update the status of Project Risks and Issues by maintaining the Logs;
  • Prepare the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, Expenditures) and submit the report to the Project Board and Project Assurance for review and approval;
  • Prepare the Annual Review Report, and submit the report to the Project Board and the Outcome Board where applicable;
  • Based on the Annual review, identify new project opportunities and prepare Concept Note or Annual Work Plan for the following year, as well as Quarterly Plans if required.
Function / Expected Results: Prepare a High Quality Result-based Reports, Communications, Documentation of Lesson Learned including the following:
  • Prepare Final Project Review Reports to be submitted to the Project Board and the Outcome Board where applicable;
  • Identify follow-up actions and submit them for consideration to the Project Board;
  • Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
  • Prepare final Combined Delivery Report/Funding Authorization and Certification of Expenditure for signature by UNDP and the Implementing Partner;
  • Research and review international conventions and agreements, national environmental policies and strategies, and guidelines as well as relevant UN and UNDP planning frameworks to identify strategic areas for UNDP support.

Required Skills and Experience

Education:

  • Master’s degree or related education qualification with several years of professional experience in social sciences, natural resources management, water, economics, forestry, biodiversity, or other related areas.   

Experience:

  • Minimum of 7 years working experiences in environment, natural resource management, energy and sustainable livelihoods with more than 5 years experience in direct programme/projects management;
  • Knowledge and skills in project development, planning and formulation to include proven Global Environment Facility (GEF) programme formulation and management knowledge;
  • UNDP result-based programming knowledge is a strong asset. Experience in developing country especially in conflict/post conflict programming;
  • The candidate should demonstrate initiative, sound judgment and analytical skills. S/he will need to be results oriented and posses the ability to work as a team member within a culturally diverse environment;
  • Initiative and ability to work under minimum supervision are required traits;
  • Excellent and demonstrated communication, consultation, negotiation and writing skills;
  • Understanding of international stakeholders and development partners on of environment and sustainable energy.

Language Requirements:

  • Fluency in spoken and written in English is essential
