About the Organization

Climate Policy Initiative is a team of analysts and advisors that works to improve the most important energy and land use policies around the world, with a particular focus on finance. We answer pressing questions posed by decision makers through in-depth analysis on what works and what does not. The Indonesia program is CPI’s newest program, and is growing fast. Our primary focus is on supporting government-led efforts to develop policies and incentives that improve the use and management of Indonesia’s valuable land and natural resources, and lay a strong foundation for achieving economic growth goals and environmental targets.
Project Background: Central Kalimantan Production – Protection Initiative

The Central Kalimantan Production – Protection Initiative is a partnership between CPI and the University of Palangka Raya (UNPAR) that supports the Government of Central Kalimantan’s vision to optimize land use and build a sustainable palm oil sector. Indonesia’s agricultural sector accounts for about 15% of Indonesia’s GDP, and more than half of Indonesia’s current greenhouse gas emissions come from the land sector. This means that the way land is used plays a critical role in achieving Indonesia’s goal of 26% emission reductions in context of 7% economic growth. However, current land use practices have high social, environmental, and economic costs.

CPI is supporting UNPAR to provide local decision makers with robust and policy-relevant analysis about where the opportunities for land optimization are and how they can be delivered. Analysis is focused on four themes:

Land use – including natural ecosystems and other current or planned land uses
Social economy – including location of population and indigenous land claims
Business investments in key agricultural sectors – including palm oil
Fiscal incentives and flows impacting on land use

Through the Initiative, CPI will support UNPAR to engage with government at the national, provincial, and district level, as well as business, communities, civil society, and development partners at various stages during the in-depth analysis. We will share lessons and results with local decision makers to help them make choices about how they can achieve stronger economic growth by using their land more effectively. Based on this in-depth analysis, CPI and UNPAR will work together to develop and test a model for sustainable oil palm investment in Central Kalimantan that supports improved land use policies and economic growth.

CPI is also supporting the University of Palangka Raya to establish a new Centre of Excellence in Landscape Analysis, based in the Faculty of Agriculture. The Centre will bring together researchers to complete in-depth analysis around complex land-use issues, including how policy affects agricultural productivity and surrounding communities. It will provide a local data and knowledge hub in Central Kalimantan, and will deliver training in the latest systems, technologies and research methodologies.

POSITION SUMMARY

CPI is looking for a talented, highly skilled, and motivated individual to provide local project management support for the Central Kalimantan Production – Protection Initiative. This is a unique opportunity for someone with drive and adaptability, and outstanding communication and management skills, to help develop and coordinate implementation of CPI’s program of technical assistance, training, research and analysis in Central Kalimantan. The project manager will be responsible for maintaining and facilitating cooperation between CPI and their local partners, including UNPAR and local government officials. They will oversee delivery of CPI’s support for the UNPAR Centre of Excellence, under the supervision of the Indonesia Senior Associate.

PRIMARY DUTIES AND RESPONSIBILITIES

Articulate and represent the CPI vision and mission to key internal and external audiences.

Help develop, maintain, coordinate and facilitate relationships and good communication with project partners and other key stakeholders, including UNPAR, provincial and district government officials, civil society, industry foundations and private enterprise.

Maintain strong relationships and open communication with local headquarters.

Work closely with the Indonesia Senior Associate to develop and deliver work program.
Participate in monthly team meetings in Jakarta.

Facilitate implementation of CPI’s program of technical assistance in Central Kalimantan.

Oversee local delivery of CPI’s support for the UNPAR Centre of Excellence, Secretariat and Policy Advisory Unit.
Support implementation of transparent financial management, reporting and auditing systems in line with CPI and Norad policies.
Provide timely and targeted situational reporting and advice to Indonesia Senior Associate on project implementation and strategic direction.
Support implementation of systems for monitoring and evaluating performance.
Provide local facilitation for experts and CPI analysts that are providing technical assistance to local partners, including training, research and analysis, and policy advice.
Support logistical arrangements for visits by CPI staff and experts to Central Kalimantan.

PROFESSIONAL QUALIFICATIONS AND PERSONAL ATTRIBUTES

Strong project management, strategic thinking, and communication skills
Familiarity and comfort working with government officials, leaders in private enterprise, and civil society organizations.
A strong track record of applying sound political and strategic judgment in complex situations.
Ability to quickly and accurately analyze problems and identify appropriate solutions.
Proven ability to initiate, manage, and deliver timely projects.
Experience collaborating effectively with other organizations.

Language

Fluency in written and verbal English and Bahasa Indonesia required.

Experience

Bachelors degree or higher, plus 5+ years work experience.
Experience managing and implementing climate change, REDD+ or green growth programs an advantage.
Experience working in Central Kalimantan an advantage.

This position is available for Indonesian nationals only.

COMPENSATION AND BENEFITS

The position is available for immediate appointment for approximately a two year period (until end 2015). The position will be based in Palangka Raya, Indonesia. Travel to CPI’s regional offices and to conferences may be required. CPI offers an excellent benefits package and a competitive salary that is commensurate with experience.
