Description
INBAR is seeking a highly capable project leader with a demonstrated track record in implementing livelihood, rural development or environment development projects. The main duty of the position will be the oversight of the “Bamboo Renewable Energy and Livelihood Improvement Project in East Africa Project”. Supported by China Government’s South-South Cooperation Assistance Fund (SSCAF), the project will be implemented in Ethiopia. The project will increase climate change resilience, energy efficiency, low emissions, and sustainable economic development in Ethiopia by harnessing the potential of bamboo as a sustainable bioenergy source.  The three objectives: (i) Improved understanding of the opportunities and constraints in Ethiopia for unlocking the potential of bamboo for bioenergy; (ii) Demonstrated diversification and upscaling of bamboo bio-energy value-chains; (iii) Improved business environment, policy and regulatory framework with increased public and private sector investment. The successful candidate should be willing to undertake extensive travel in Ethiopia, as well as to other places as required.  
Responsibilities
  • Be responsible for success of the project overall, and specific project activities in Ethiopia, including setting and delivery of yearly work plans and performance targets.
  • Lead a small project team and supervise short-term consultants.
  • Liaise with project partners at local and national levels to ensure all activities are implemented in accordance with the project’s result framework, work plan and budget.
  • Be responsible for preparation of all donor technical reports and financial oversight, , working closely with INBAR’s Finance Department to prepare all required donor financial reports.
  • Liaise with Ethiopia’s national focal point for INBAR and to maintain good relations with relevant government institutions.
  • Work closely with INBAR Communications, Membership Affairs, Programme and the Global Assessment of Bamboo and Rattan (GABAR) Programme Teams to synthesize and share results and knowledge developed over the project.
  • Provide policy support and scaling-up strategies to target country that identify and support best practices on growing bamboo bio-energy value-chains.
  • Oversee the design of training materials and extension programmes.
  • Author/coordinate frequent project updates to be used for public awareness of the project, publication of project results in peer reviewed scientific publications, presentations, & reports.
  • Undertake other related tasks as required by INBAR Director of Global Programme.
Requirements
  • A minimum of five years of demonstrated experience in implementing livelihood and environment development projects, preferably with experience of working in Africa.
  • Proven ability to manage time well, prioritize, delegate, and work with a range of stakeholders.
  • Demonstrated expertise one or more areas of natural resource management, especially in the areas of conducting resource assessments, land restoration, bioenergy, capacity strengthening, and value chain development.
  • Strong knowledge of community development and participatory-based approaches, with a proven track-record of delivering livelihood impacts in previous projects.
  • Experience of working on bamboo or other non-timber forest product (NTFP) value chains would be a strong advantage.
  • A postgraduate degree in environmental science, renewable energy, sustainable resource management or another related field.
  • Excellent written and spoken English and Chinese.
