JOB DESCRIPTION:

The EEA is seeking to recruit an experienced environmental analyst with expertise on marine ecosystems-based practices, e.g. environmental aspects of fisheries or coastal zone management. Under the responsibility of the Head of Group responsible for Water issues, reporting to the Head of Programme, Natural systems and vulnerability, the Project Manager shall be responsible for providing strategic planning and operational management of information provision and in-depth assessments in the field of marine and coastal management and the environmental aspects of maritime activities. The area of work will range from the human management of the European coasts and seas with their pressures and impacts on the marine and coastal environment, to relations to maritime and fisheries policies, and marine, maritime and oceanographic information provision. Particular focus will be, on the one hand, on marine ecosystem services, such as those provided and affected by the fisheries sector, and, on the other hand, the environmental effectiveness of maritime spatial planning as a main EU policy tool. The successful candidate is professional, creative and motivated by environmental matters at large, has very good analytical skills and can demonstrate excellence in their chosen field.

The position will entail the following tasks:

  • Initiate, develop and manage EEA activities on integrated assessments on maritime activities and their impact on the marine environment;
  • Design and manage related thematic activities and products in accordance with the priorities of the EEA Annual Management Plan, e.g. focussing on fisheries or marine renewable energy;
  • Lead on the development, maintenance and use of related EEA indicators to cover maritime and marine environmental aspects;
  • Provide support and contribute to the building and servicing of information as part of the Shared Environmental Information System;
  • Steer contributions from the relevant European Topic Centres (Water, Land Use and Spatial Information, Air and Climate Change) to the above functions;
  • Contribute to general EEA assessments, scenario work and sectoral integration reports;
  • Initiate and maintain the necessary networks and partnerships with key external institutional partners, such as the European Commission (DGs MARE, ENV, JRC and Eurostat), ICES, UN bodies, as well as EEA member countries and stakeholders in the field of maritime policy and marine environment;
  • Target networking with relevant NGOs and relevant economic stakeholders to provide relevant information on maritime and marine management of the European seas and economic activities relying on coastal and open sea resources;
  • Contribute to communication activities towards EEA clients and the general public, e.g. in the form of reports, briefings, web and oral presentations.

ELIGIBILITY CRITERIA:

Candidates applying must satisfy the following eligibility criteria on the closing date for the submission of applications:

a)      Successful completion of university studies attested by a degree relevant to the field concerned (e.g. marine biology, oceanography), where the normal duration of university education is 4 years or more OR successful completion of university studies attested by a degree relevant to the field concerned (e.g. marine biology, oceanography), where the normal duration of university education is 3 years, plus 1 year of professional experience;

b)      A minimum of 3 years of relevant professional experience in the field of marine environment and maritime management and impacts after achieving the degree set out above.

In addition, in order to be eligible a candidate must:

  • Be a national of one of the Member Countries of the EEA (Member States of the European Union plus Iceland, Liechtenstein, Norway, Switzerland and Turkey);
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by law concerning military service;
  • Have a thorough knowledge of one of the languages of the EEA Member Countries and a satisfactory knowledge of another of these languages to the extent necessary for the performance of the duties pertaining to the post;
  • Meet the character requirements for the duties involved;
  • Be physically fit to perform the duties linked to the post.

SELECTION CRITERIA:

Essential:

  • Excellent skills in networking and strategic development of environmental assessments and information provision in the maritime field;
  • Good knowledge in the field of maritime activities and their environmental impacts, coastal development and relevant assessments;
  • Good knowledge of written and spoken English;
  • Ability to prioritise work and manage his/her responsibilities;
  • Good organisational and interpersonal skills;
  • Excellent communication skills;
  • Excellent knowledge of the main MS Office Software, namely Word, Excel, PowerPoint and Outlook.

Advantageous:

  • Good knowledge of European policies and related environmental policies.

CONTRACTUAL CONDITIONS:

The successful candidate will be offered a Temporary Agent contract in accordance with the Conditions of Employment of Other Servants of the European Communities. The selected candidate will be employed for an initial time period of four years, renewable.

The basic monthly salary of a Temporary Agent AD6 (step 1), before any deductions or allowances, on 1 July 2008 amounts to € 4.740,94. To this basic salary a weighting factor is to be added (39.4% for Denmark from 1 July 2008). The salaries of Temporary Agents are subject to a community tax deducted at source. They are exempt from national tax.

The place of work will be Copenhagen, Denmark.
