Position Summary

This position will be project oriented; whoever fills it will work with irrigators, state agencies, and others to secure leases and state approval of leases for instream flows. The primary, though not exclusive, area of focus will be west of the Continental Divide, specifically in the upper Clark Fork River Basin.

Duties and Responsibilities

  • Contact and develop working relationships with irrigators and diverse partners to develop instream flow transactions on critical streams
  • Conduct due diligence research on water rights of interest, including evidence of historic use
  • Collect, or oversee the collection of baseline information related to water supplies, flows, fisheries, temperature, and other relevant parameters, on streams of interest
  • Assist in developing and implementing statewide monitoring of water leases to ensure compliance and streamline reporting
  • Work with the Department of Fish, Wildlife, and Parks (DFWP) to compile necessary biological information
  • Work with DNRC regional offices to facilitate the processing of change applications; compile change applications for presentation to DNRC
  • Compile grant applications and reports to funding sources
  • Communicate with other leasing entities–namely the Clark fork Coalition and Montana DFWP to coordinate leasing activities in various basins
  • Collaborate with Trout Unlimited colleagues within the Montana and Western Water Projects, National, as well as local chapters and the Montana Council
  • Collaborate with Trout Unlimited's Upper Clark Fork Restoration Manager to identify, prioritize and implement projects in the Upper Clark Fork River basin

 

Qualifications

  • Strong writing and editing skills
  • A basic understanding of Montana water law and its change processes
  • A working knowledge of stream discharge measurement and techniques for estimating stream discharge
  • A basic understanding of general hydrologic and geomorphic principals as they apply to water rights changes
  • Awareness of the general principals of instream-flow quantification for fisheries
  • The ability to work on multiple complex tasks and to complete those tasks on schedule
  • Basic knowledge of fisheries management and the habitat needs of fish and aquatic life
  • The ability to communicate effectively with multiple stakeholders of often-divergent interests and digest complex issues into simple, concise and easily understood descriptions for a lay audience
  • The ability to write grants to fund instream flow and restoration projects

 

Education/Experience

The knowledge, skills and abilities required to perform the duties of this position are generally acquired through a Master's degree in hydrology, water resources management, or aquatic sciences, or through a law degree with an emphasis on water law. In lieu of these specific educational requirements, the necessary skills and abilities can be acquired through a combination of education and relevant work experience.
