Description
Although the post is based at Natural England, the post holder will work for the Dynamic Dunescapes partnership. The project partners are: Natural England, Natural Resources Wales, Plantlife, National Trust, The Wildlife Trusts.

The post holder will be supported by a line manager at Natural England and project team staff (Project Support Officer based at Natural England and Outreach Development Officer based at Plantlife). The Project Manager will report to the project steering group, made up of members of the partnership organisations.

This is a national and office-based role but the role holder will be required travel to meetings and sites. As the majority of the sand dune sites are on the west coast, a south west or Midlands location is preferred, but other locations would be considered.

This is a fixed term appointment (FTA) initially for the development phase of Dynamic Dunescapes. Subject to successful award of a delivery phase grant from Heritage Lottery Fund and satisfactory performance, this post may be continued to the end of the delivery phase (September 2023).

Job description

This role is an exciting opportunity to drive forward a large partnership project to benefit key sand dune sites in England and Wales. The project partnership, led by Natural England, has been successful in its ‘Dynamic Dunescapes’ Round 1 application to Heritage Lottery Fund (HLF) Heritage Grants funding stream. A parallel application for matched funding has been made to EU LIFE, the outcome of which will be known during the development phase.

The programme needs an experienced Project Manager to further develop the initiative so that a successful Round 2 HLF application can be submitted in March 2019. The Project Manager (PM) will work closely with partners and Project Steering Group and will be responsible for co-ordinating all the work within the Development Phase. The PM will be supported by a Project Support Officer and coordinate the work of the Outreach Development Officer (employed by Plantlife). Specific Task and Finish Groups will be set up as required.

If the Round 2 submission is successful the 4-year delivery phase (commencing in

Summer 2019) will deliver a range of conservation and engagement activities focused on nine dune systems across England and Wales.

The project:

To restore the natural processes of our most important sand dunes sites by unlocking the dynamism that is critical to their future.

The key project areas are: Lincolnshire Sand Hills; Studland Dunes, Dorset; North Cornwall Dunes; Braunton Burrows, Devon; Swansea Neath Port Talbot; Carmarthen; Anglesey - Gwynedd; Sefton Coast, Merseyside; and Cumbria. The project will deliver exciting and innovative capital works and introduce effective sustainable habitat management, integrated with large-scale public engagement work.

Through our engagement with local communities and visitors we will explain, demonstrate and create opportunities for them to actively contribute towards the conservation of these iconic sites. We will extend this learning beyond the project to ensure a legacy of improved sand dune management and interpretation across England and Wales.

Key tasks/ accountabilities
Produce a high quality Round 2 HLF application, including all annexes, by March 2019.

Project manage and co-ordinate all the HLF Development phase actions in close liaison with the Outreach Development Officer (employed by Plantlife) and Project Support Officer (employed by Natural England).

Work with and report to the Project Steering group (PSG), Project Governance Board and specific Task & Finish groups (as required).

Coordinate and let contracts for various professional items of work with the assistance of Project Support Officer and/or the Outreach Development Manager.

Undertake project management, financial and administrative responsibilities including managing the grant agreements; producing required progress and final reports and; submitting grant claims, with the help of the Project Support Officer

Secure and set up additional match funding as required

Ensure all monitoring, reporting and budgeting is in compliance with funder requirements.

Identify and manage risks to the project reporting to the project steering group and escalating as necessary.

Evaluate the overall success of the Development Phase and reporting to HLF.

Line and functional management of core project staff.

Licences

A driving licence is essential.
National travel will be required, which will involve some overnight stays. Natural England encourages staff to travel by public transport wherever this is feasible.
