Description
Under the overall supervision of the Senior Progamme Adviser for the Regional Programme  of the Bureau for Latin America and the Caribbean, the Energy and Environment leader and the Economist leader of Natural Resources, the consultant will be an anchor of the Regional Biodiversity and Development Initiative, providing overall support for the management of the initiative. The consultant will be responsible for providing overall support to the Report Preparation Team for the assurance of deadline complyment, case study coordination, facilitation of partner collaborations and in general for the successful completion of the report. The consultant will also be responsible for managing deadlines, bugdet and consultancies; planning the meetings of the Commission for Biodiversity, Ecosystems, Finance and Development, the Technical Advisory Committee, and the Stakeholders Group; and providing any assistance required by its members throughout the report preparation phase.

 

Duties and Responsibilities

Tasks:
 
1)   Regarding the Commission for Biodiversity, Ecosystems, Finance and Development; and Technical Advisory Committee: coordinate official meetings and related events, provide overall support to their members; seek active participation and follow-up on feedback received.
 
2)   Regarding the Stakeholders Group: support the establishment of the Group, ensure follow-up action to secure membership, coordinate official meetings and related events, provide overall support to the members of the Group.
 
3)   Regarding the Report Preparation Team: support the team by ensuring follow up action on peer review participation, Technical Advisory Committee member and Readers Group feedback, partner collaborations, case study coordination, and deadlines related to the preparation of the Report. 
 
4)   Regarding the Administrative Support and General Management of the Initiative: In coordination with the Senior Adviser for the Regional Programme, prepare the budget of the Initiative, follow-up on expenses, prepare terms of reference for supporting consultancies, work in close collaboration with the human resources officials to follow-up on salary payments, periodically update deadlines and follow-up on their complyment. The incumbent will also participate in project management meetings and prepare briefs and reports on the Commission, the Technical Advisory Committee, partnerships, and other relevant stakeholders.
 
5)   Regarding additional financial support for the Project: prepare and/or coordinate any required proposals, consolidate reports and briefs for the potential partners.
 
6)   Regarding the Communications Strategy: in coordination with the human resources officials prepare terms of reference for a commmunications consultant, contribute to the preparation of a communication strategy for the Initiative, coordinate the participation of comunication specialists involved.
7)   Perform other relevant duties as required.
 
Deliverables:
 
1)   Complete organization arrangements for the meetings of the Commission and the Technical Advisory Committe. Prepare document with conclusions and agreements from the meeting and circulate to members. Carry out necessary follow up actions to ensure input of Commission and Committee members is received during report preparation process. Keep members of Commission and Committee updated on the exchange of ideas and agreements.
 
2)   Complete coordination of Stakeholders Meetings. Keep members updated on the exchange of ideas and agreements.
 
3)   Carry out necessary follow up action to obtain input from peers and readers group for the preparation of the report. Circulate relevant documents to peers, committee members, readers group members and report preparation team for the successful completion of the report. Complete coordination of internal and external case studies. Send periodic briefs on deadline complyment and status of report preparation.
 
4)   Complete the preparation of the internal detailed budget. With assistance from the human resources officials, complete the Terms of Reference of required consultants. Prepare and update a report on expenses and salary payments. Complete coordination of salary payments. Update and circulate deadlines. Complete internal and external meeting briefs.
5)   With assistance from the human resources officials, complete the Terms of Reference of communications consultant, provide input and ensure that Communication Strategy benefits from inputs of all parties concerned.
 
Duration:
 
The consultancy is based in New York for 90 working days in a period of 9 months.
 
Supervision:
 
The consultant will be under the direct supervision of the Senior Adviser for the Regional Programme, the Energy and Environment leader and the Economist leader of Natural Resources.

Required Skills and Experience

Education:  
  • Master's degree in Political Science, International Relations, Development, International Law, or any related area.
Experience:
  • Minimum of 2 years of relevant work experience.  
  • Experience working in multinational teams. Knowledge and/or experience of development work in Latin America and the Caribbean.
Language requirements:
  • Fluency in both written and spoken Spanish and English.
  • Fluency in French and Portuguese desirable. 
Any deviation from the conditions hereby stated must be previously recommended by the Supervisor and further approved by the Head of Finance/Office of the UNDP E&E Regional Coordination Unit.
