Description
The objectives of this consultancy are is to conduct a capacity situation towards Ecosystem-based Adaptation policy and implementation work in Seychelles and assess the needs of the country specifically towards the climate change-induced threats of water scarcity and flooding; and provide the necessary link between national stakeholders and the other consultants working on the development of the Full Proposal in full consultation with the Environment Department resulting in a final endorsed Adaptation Fund Project Proposal package.

 

Duties and Responsibilities

  • Collect detailed data on the government’s investments in water resource management and coastal flooding in general and more specifically in ecosystem-based adaptation approaches to water shortages and flooding;
  • Collect data on donor-funded, non-governmental and private sector investments in water resource management and coastal flooding in general and more specifically in ecosystem-based adaptation approaches to water shortages and flooding;
  • Collate all available information on the current and projected impacts of climate change on water quality and quantity and coastal flooding and quantify as accurately as possible the current and future projected economic losses in monetary terms;
  • Analyse whether the overall level of investments in water resource management and coastal flooding is able to meet the needs of a growing human population and expanding industries (especially in the fishing and tourism sectors). This will be based on information derived under the sub-activities and will assess needs against current investment levels, trends, and planned investments in the near future;
  • Analyse the current policy environment in Seychelles for water resource management, especially watershed management, and flood control;
  • Identify gaps in existing national policies and implementation arrangements towards Ecosystem-based Adaptation approaches to water scarcity and flood control;
  • Assess the institutional set-up of implementation of water resource management and flood control policy and policy implementation and identify training/capacity development needs for adaptation to climate change vulnerability;
  • Assess the institutional mechanisms in support of internalising climate change risks in district land, water and coastal use plans, as well as island development plans, and activities;
  • Analyse the training/capacity building needs for adaptation, focusing on water scarcity and flooding, and finalising the project’s capacity training strategy and activities, with inputs from the Water Resource Management & Project Design Specialist and the Coastal Ecosystems Rehabilitation Specialist;
  • Manage stakeholder outreach processes, including workshops, and develop a stakeholder involvement plan.
    Assess the governance frameworks for management of the target sites;
  • Negotiate implementation arrangements with institutions as advised by the Water Resource Management and Project Design Specialist and the Coastal Ecosystem Rehabilitation Specialist;
  • Assist in coordination and information gathering as requested by Water Resource Management and Project Design Specialist and the Coastal Ecosystem Rehabilitation Specialist;
  • Responsible for national coordination of all Full Proposal development activities.

 

Competencies

  • Extensive experience related to natural resource management and/or protected area management;
  • Experience in the development and implementation of natural resource policies/regulations;
  • Experience in environmental finance/economics;
  • Experience in developing capacity development strategies;
  • Experience in managing stakeholder processes;
  • Experience of negotiation of management arrangements and institutional responsibilities;
  • Proven ability to collect, verify and analyse information, and to finish and present work with a high degree of accuracy and technical quality, in relatively short time;
  • Ability to communicated effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences, including strong policy advice skills.

 

Required Skills and Experience

Minimum of an advanced degree in environmental, natural or social sciences from a recognised university.
