BACKGROUND
The Field Technical Assistant (Agriculture Engineer) will be responsible for supporting and assisting the project manager in managing and implementing the project activities up to the highest performance standard in the project ''Agricultural Management to Enable Resilience (AMER)''. The project, which the Government of Italy funds, aims to enhance sustainable economic mechanisms in the agriculture and food security sector as drivers to empower Jordanian host communities and Syrian refugees in the Karak and Madaba governorates. AMER project would create job and livelihood opportunities in the agriculture sector as well as introduce and promote sustainable agriculture practices that build the resilience of vulnerable farmers and residents against climate change impacts.
The Agriculture Engineer is mainly responsible for coordinating and facilitating all the field activities, as well as following on conducting baseline assessment, and also, facilitating, coordinating, supervising, following up carrying out and monitoring all agricultural interventions under the AMER project from the design to handover and commissioning; comprising soilless agriculture, sustainable production methods, water harvesting, improve irrigation efficiency, strategic natural resource planning, building capacity of the project beneficiaries in accordance with the work plan and up to the highest design, performance, and implementation standards.
The technical Assistant will report directly to the project manager and will interact with project coordinators, officers, finance, administration, and communication staff. The technical Assistant will be requested to prepare fieldwork plans, designs, drawings, specifications, implementation standards, and method statements, in compliance with project documents. In addition, will be responsible for drafting the field progress reports. The technical Assistant will be based in the IUCN-ROWA offices, travelling to Karak and Madaba upon request.

DUTIES AND RESPONSIBILITIES

• Assisting, facilitating, coordinating, and following up on the baseline assessment studies and beneficiaries’ criteria and selection on the field in full coordination with the project staff.
• Supervising, coordinating, and following up on all the agricultural activities (design, implementation, handover, and commissioning) in the field with full collaboration with project staff and under full guidance of the project manager.
• Conduct, follow-up, and coordination for assessments, M&E, and evaluation tasks.
• Prepare fieldwork plans for designing and implementing the agricultural activities considering the highest safety and performance standards.
• Developing the design concept notes and parameters for the agricultural interventions.
• Reviewing the design drawing, specifications, and BOQ for all project interventions.
• Ensuring the implementation of agriculture interventions is up to standards in compliance with the design, drawings, specifications, work plans, and Donor& IUCN regulations.
• Prepare and submit daily, weekly, and monthly field progress reports in compliance with the work plan and timeline.
• Conducting regular technical inspections and providing technical support for the project beneficiaries as well as following up with the project beneficiaries on the operation and commissioning of the implemented initiatives and activities (projects).
• Ensure taking all safety measures on the working site to secure the beneficiaries and infrastructure.
• Day-to-day follow-up on the field operations in collaboration with the project staff and in full guidance with the project manager.
• Assisting and supporting in building the capacity of beneficiaries through training sessions, on-job training, labour rights, a code of conduct, and financial literacy, as well as technical training support as required in full collaboration with the project staff.
• Establish and maintain positive relationships with the project’s beneficiaries and address social cohesion between the Syrian and Jordanian.
• Coordination with other project staff is essential for the project's success.
• Provide technical support where requested.
• Performing any other duties as requested by the line manager.

QUALIFICATIONS:

• University degree in agriculture engineer or relative degrees (a master degree will be an added value)
• 3 years' experience in implementation projects in a relevant position such as field Assistant or agriculture engineer/advisor.
• Experience in design development and implementation of sustainable agriculture.
• Knowledge of the new agricultural and irrigation techniques.
• Knowledge of and adherence to the NGO Code of Conduct, and understanding of other international development guidelines.
• Sound knowledge of MS Office software use epically word, excel and outlook as well as Auto CAD, WATER CAD, GIS, and any relevant software.
• Excellent interpersonal skills and have strong organisational ability.
• Excellent reporting skills.
• Good in written and spoken English required.
• A good team player but also willing to work on own initiative.
• Have a Valid driver’s license.

The above job description contains the main duties and responsibilities for this position. However, in a relatively organization such as IUCN, staff members are expected to show flexibility in their approach to work and be willing to undertake other tasks that are reasonably allocated to them but which are not part of their regular job description.
