BACKGROUND


Funded by the Ministry of Foreign affairs of Finland, the IUCN Mekong Water Dialogue (MWD) project aims at improving livelihoods security, human and ecosystem health in the Mekong Region through participatory water governance. The objective is to mainstream participation by multiple stakeholders including communities and civil society in decision making related to management of water resources in the Mekong Region. In Lao PDR MWD activities focus on 3 pilot sites. One of them, the Xe Champhone Wetlands in Savannakhet Province has been designated as a Ramsar site in 2010. Participatory management is now being discussed and implemented on the site and requires a full time technical position to liaise and coordinate the process at field level to ensure MWD project objectives are being followed.

SPECIFIC DUTIES AND RESPONSIBILITIES

MAJOR RESPONSIBILITIES: 
For 2013 technical activities to be implemented in the Ramsar site will include regular cluster meetings with villages in the Ramsar site, organizing several workshop on Ramsar site regulation, boundaries revision, support biodiversity surveys implementation and demarcation of the Ramsar site.
• Implement multi stakeholder dialogue events at a regular basis (cluster meetings with villagers to discuss different topics related to conservation/management of the Xe Champhone Ramsar site)
• Monitoring and reporting on implementation of project field activities by partners (Personal monthly workplans and reports, field visit reports including expense reports, etc.)
• Providing implementation support to project partners as required. 
• Preparing detailed activity plans and budgets for project field activities.
• Facilitate and assist visits by the project coordinator, government officials and consultants in their studies, meetings and program activities including interpreting where necessary.
• Managing project funds for field operations and taking responsibility for expenditures of project funds and reporting field expenditure.
• Following formal procedures within IUCN and to meet government requirements in order to implement field activities.
• Regularly communicating with partners to identify project support needs, monitor project field activities and report project progress. 
• Identifying and developing opportunities for partnerships with local stakeholders to meet project outcomes.
• Conduct other activities including joint delivery of outputs with other project staff as required to meet the project objectives. 

Other Regular Responsibilities 
• Ensure that project office and field operations are conducted to a high level of health, safety, integrity, environmental good practice and cultural sensitivity. This includes ensuring that field medical kits are in good order and taken out on every field trip
• Ensure that IUCN policies and guidelines are followed within the implementation of project activities.
• The field officer will liaise with local stakeholders on the field and facilitate the field implementation of the other related projects.
• The field officer will also be responsible for the implementation of complementary activities in Xe Champhone.

REQUIREMENTS


• At least a Bachelor degree with an academic background in water, wetlands management, forestry, environment, natural resources management or related disciplines  

• Prior at least 2 years field work experience in project implementation position  

• Good understanding of NR utilization especially for wetlands management with sound analytical skills  

• Good communication, inter-personal and organizational skills  

• Good written and spoken Lao and English, and knowledge of local language would be an asset  

• Knowledge of field work organization;  

• Knowledge of the Ramsar convention and ideally, of the Xe Champhone Ramsar site.  

• The candidate should be willing to be based in the Savannakhet Province
