The project (Fiji: Promoting Sustainability of Renewable Energy Technologies and Renewable Energy Service Companies), hereinafter referred to as the Fiji RE Project, is a Global Environment Facility (GEF)-supported project aimed at removing barriers to the implementation of renewable energy systems for rural electrification in Fiji and began in 2000. Under this project, a regulatory framework was developed to provide the legal and economic guidelines required for the establishment of sustainable renewable energy service companies (RESCOs) for the rural sector and create an in-country capacity to provide more reliable and sustainable renewable energy services to Fiji’s rural sector. The costs of electricity production from RE systems were estimated, and the tariffs to be charged to rural consumers were established. Part of the project was a demonstration of the application of the RESCO delivery mechanism in a selected RE-based electrification system. Technical and business skills training for employees of entities identified as potential RESCOs were conducted, financing sources were assessed and a business plan was prepared for expansion of RE-based rural electrification.
During the course of project implementation, several mid-course adjustments on the project were made, such as the replacement of the Nabouwalu Hybrid Power Plant to the Vunivau SHS Project as the project’s RESCO demonstration piece. Based on the findings of the mid-term review, and the evaluation of the reports that were prepared and submitted by the project consultants, several gaps have been identified. To address these gaps, supplementary activities were carried out in an attempt to:
(1) Strengthen the achievement of; and,
(2) Realize, the relevant objectives and indicators of the project.
A consortium of experts was engaged to implement the identified supplementary activities for a period of four (4) calendar months to further enhance the outputs of the project. The first version of the required reports was submitted in March 2005, and was reviewed by the project team, the UNDP-GEF and UNDP-Fiji. Comments and suggestions were provided to the consortium for it to consider in revising the reports. It took several months for the consortium to finalize revision of these reports. The project is now operationally closed as of September 2007 with the required Final Evaluation to take place in August 2008.

 

Duties and Responsibilities

  • The Project Evaluation Team Leader shall be responsible for completing assigned tasks and delegating such as appropriate to the Local Support Assistant.
  • S/he will ensure the timely submission of the first draft and the final version of the terminal evaluation with incorporated comments from UNDP and others.
  • The Consultant will be responsible to the UNDP-Fiji Resident Representative and will be supervised by the portfolio manager of the UNDP-Fiji office responsible for this GEF-funded project.
  • S/he will be working in close coordination with the UNDP-Fiji and the UNDP-GEF Regional Technical Advisor for Climate Change based in Bangkok. Importantly, the consultant shall keep the GEF Operational Focal Point for Fiji informed of the evaluation and the progress. This evaluation shall be undertaken by a team comprising of an international expert with the assistance of local support.
  • The international consultant should be familiar with similar types of projects and related fields/sectors and will lead the evaluation to achieve its desired outcomes.

 

Competencies

  • Is responsible for their performance and their product(s). They are responsible for the clear, accurate and fair written and/or oral presentation of study limitations, findings and recommendations.
  • Should reflect sound accounting procedures and be prudent in using the resources of the evaluation
  • Should be sensitive to beliefs, manners and customs and act with integrity and honesty in their relations with all stakeholders.
  • Should protect the anonymity and confidentiality of individual informants.

 

Required Skills and Experience

  • An advanced university degree and at least ten (10) years of work experience in the field of sustainable renewable energy development or environment,
  • Sound knowledge about results-based management (especially results-oriented monitoring and evaluation). S/he should be familiar with UNDP/GEF projects and GEF policies and strategies and
  • Have sound familiarity with the Fiji Islands, ideally with the project and its related field/sector. Additionally, the expert will be independent, impartial, unbiased and free of all conflict of interest with the project.
  • Have sound understanding of gender issues and concerns
  • The team leader will take the overall responsibility for the quality and timely submission of the evaluation report in English
