Background

The basis of this project is the Environmental Goal of Kuwait’s Country Programme Document (CPD) (Ensuring Environmental Sustainability) and the CPAP’s outcome 4.4 (Enhanced waste management systems and electricity and water conserved in Kuwait), along with Kuwait’s Mid-Range Development Plan (2009/2010-2012/2013) that provides the latest signal of the Government’s intentions regarding the Environment and formulates several policies on how the Government proposes to protect and manage the environment including:

  1. Building an integrated system for the protection of the environment in the State;
  2. Issuing a comprehensive environment law that provides national controls;
  3. Encourage recycling of waste.
This project is developed in a joint effort with Kuwait Municipality based on the following objectives:
  1. Support the preparations of a media plan to promote awareness among the local population to be well informed about the future plans of the municipality with regard to the municipal solid waste management;
  2. Assist in finding and applying a system to sort municipal waste from the source. This system will be tested, evaluated and adopted in a specific area and will be adopted as a pilot project;
  3. Study the actual outputs and end results of the pilot project to measure the extent of environmental awareness in the area and the interaction of citizens with this experiment. This experience will henceforth be used and re-applied to other areas in the country using the newly improved system to increase the level of environmental awareness.

Duties and Responsibilities

The Consultant is required to develop a Project Document intended to assist the Kuwait Municipality in the above mentioned objectives.The project document will be based on the UNDP template which adheres to the standards of Results-Based Management (RBM).

Methodology:

  • Meetings with the concerned parties including but not limited to:
  1. UNDP Programme Team;
  2. Kuwait Municipality;
  3. Kuwait EPA;
  4. Kuwait Environmental Protection Society;
  5. A selection of relevant public and private sector entities.
  • Desk review of relevant documents:  Country Program Document (CPD), UNDP Environmental Programme, programme reports, evaluation reports, survey/study reports; as well as the relevant regional and international studies. 

The UNDP Country Office and Kuwait Municipality will provide the consultant with the necessary briefings.

Expected Outputs:
 
At the end of the task, the consultant is expected to produce the following:

  • Draft project document consistent with the requirements of the project using the UNDP Template. The document will be presented to UNDP Kuwait as well as relevant government counterparts;
  • Reports of meetings with relevant counterparts;
  • A final report to be prepared and submitted to the UNDP office.

Duration of Assignment:

The total duration of the consultancy is two weeks with a possibility of an extension. This would include the meetings, documentation, review and presentation of the final Project document.

Competencies

  • Ability to advocate and provide policy advice;
  • Awareness of the need for development and operational effectiveness;
  • In depth knowledge and strong track record of using internationally oriented  programs and instruments;
  • Good understanding of the rules governing program management and implementation modalities as set by the beneficiary. This attribute is a plus;
  • Ability to lead formulation, implementation, monitoring and evaluation of development programs and projects;
  • Strong communication skills.

Required Skills and Experience

  • Advanced degree in the field of media awareness and environment or related field with at least 10 years experience in Waste Management, Programme and Project Planning and Design, Monitoring and Evaluation;
  • Understanding of local and international business and trade laws and agreements;
  • Substantive experience working with Government partners on the implementation of complex and socially sensitive programmes;
  • Adequate knowledge and experience working with communities;
  • Strong writing, communications, interpersonal, and facilitation skills;
  • Fluency in reading and writing English and Arabic;
  • Previous work experience with UNDP is an added advantage.
