Description

The Trans-boundary Water Dialogue (TWD) Project is a four and a half year project spread
over India and Bangladesh that aims to improve, integrated management of Trans-boundary
water regimes with a view to enhance food and livelihood security in the South Asia Region.
The programme will be managed by IUCN, International Union for Conservation of Nature,
Asia Regional Office and is being funded by the Embassy of the Kingdom of the Netherlands
(EKN).
IUCN is now seeking to recruit a Project Director, for the Trans-boundary Water Dialogue
(TWD) Project, who will be based in Dhaka, Bangladesh and will be responsible for
implementation of the project both in Bangladesh and India. The Project Director will report to
the Regional Water and Wetlands Programme (RWWP) Coordinator, Asia on all programme
related matters and to the Country Representative, IUCN Bangladesh for administrative
matters and will work in close collaboration with other concerned IUCN staff. Some of the
main responsibilities of the Project Director include the following:
Project Management, Implementation and Administration
• Play the lead role in coordinating the implementation of the Agreement between IUCN and
Embassy of the Kingdom of the Netherlands (EKN) for this project;
• Undertake day-to-day management of the project including timely submission of work
plans, budgets, internal agreements, contracts, and progress reports and adherence to the
budget;
Project Planning, Monitoring and Reporting
• Facilitate and assist in the organization of external technical and monitoring missions and
participate as required;
• Undertake regular reviews and monitoring and evaluation tasks to ensure timely
implementation of tasks and for their quality assurance;
• Finalize communication guidelines to be followed during the implementation of the project;
• Prepare periodic progress reports and financial statements with the contribution of the
executing partners along agreed upon formats;
Technical Supervision:
• Guide the various Dialogue processes and meetings.
• Supervision of and technical inputs to consulting reports and missions and studies;
• Contribute to the production of relevant technical reports and outputs as stipulated in the
yearly work plans;
The candidate should have;
• At least a postgraduate degree in a relevant discipline, such as Water Resources
Management, Natural Resources Management, Environmental Management, Development
Studies, International Relations, Project Management or MBA;
• At least 13 to 15 years of progressive work experience out of which at least 5 years in a
project leadership role; experience in project implementation and execution is essential;
• Experience and ability to work in a multicultural and multi-perspective environment and a
broad awareness of the Indo-Bangladesh politics and relations;
• Experience of managing teams across borders will be an asset;
• Demonstrated ability in dealing with Trans-boundary water or related
environment/development issues will be an added advantage;
• Understanding of political complexities in the Region;
• Capacity to interact effectively with a wide range of people at different levels including
donors, the private sector, NGOs, government officials;
• Strong presentation skills and exceptional written and spoken communication skills in
English essential;
• Knowledge of local languages will be an added advantage;
Duty station: The position will be based at IUCN Bangladesh Country Office in Dhaka,
Bangladesh.
The position is classified as SP in our classification system and is for a period of two years
with the possibility of extension. The successful candidate will receive competitive
remuneration package including benefits such as pension contribution, housing allowance,
relocation/ settling-in allowance, international medical & life insurance, and educational
allowance for dependent children.
