Background

The prevailing problems of water shortage in arid and semi-arid areas which include Yemen are low rainfall and uneven distribution throughout the season, which makes livelihoods highly further vulnerable under changing climate. In addition, Yemen has experienced very rapid changes in water use which dramatically contributed to deepening the challenge of critical water imbalance in the country. The subsistence farmers and pastoralist are considered to be the most vulnerable communities across the rural rain-fed areas in Yemen. Their livelihoods vulnerability is extremely sensitive to unfavourable climate conditions due to lacking of adequate producing assets, poverty, and powerlessness leading to increased risks of food insecurity across rural rain-fed areas. Having extremely sensitive livelihoods, climate change will certainly make them poorer, and further vulnerable.
 
The project is fully in line with National Adaptation Programme of Action (NAPA) priorities that flags the water as the most vulnerable sector requiring urgent attention. Among the adaptation options identified by the NAPA process “rainwater harvesting through various techniques including traditional methods” tops the list of adaptation priorities. Moreover, the National Water Sector Strategy and Investment Programme underline strategic importance of “rain water harvesting in rural and urban areas”. It is among the sectoral priorities for the Ministry of Agriculture and Irrigation.
 
The Project Preparatory Grant (PPG) resources will be used to develop a UNDP-GEF compliant, full-sized project document for submission to the Least Developed Country Fund (LDCF). The project is entitled” Integrated Water Harvesting Technologies to Adapt to Climate Change Induced Water Shortages”. The formulation will be guided by UNDP's toolkit for designing climate change adaptation initiatives (2010). The PPG will set out selection critria to define six potential areas for considration which may include municipalities of Ibb, Taiz, Sana'a, Dhamar, Al Mahweet and Al Mukalla

 

Duties and Responsibilities

 Duties & Responsibilities:

The consultant will work under the supervision of the Team leader of a team composed from international and national consultants. The following are the tasks to be performed by the consultant:

  • Compile and collate existing baseline data, including available climate scenarios and impact information;
  • In consultation with international project development specialist identify vulnerable sites to climate related risks in relation to water shortages;
  • Prepare problem analysis and identify options to climate risk reduction and cost-effective water mobilisaton/ harvesting options for rainfed farming and pastoral livelihoods;
  • Identify and formulate a range of methods and technologies of water harvesting to be applicable and cost-effective in the context of Yemen and in particular in the 6 identified municipalities. Bring best regional and international experience in cost-effecitve water harvesting methods that can be customised in Yemen, including traditional methods that are being practiced in the country; In the context of technological review consider those that contribute to groundwater recharge and can secure additional water resource to the existing irrigation systems as well as outside of irrigation systems;
  • Identify service and financial mechanisms that can stimulate and develop water harvesting as an integral part of water sector; these mechanisms include micro loans, government grant programmes and investments; as well as necessary legal and regulatory framework and procedural arrangements that are necessary to develop for the sustainability of water harvesting sector;
  • Carry out baseline assessment of specific sites contributing to AMAT development;
  • Support project development specialist to prepare project documentation.

Required Skills and Experience

Education:
  • Master degree in water management/rainwater harvesting. 
Experience:
  • Extensive experience of not less than 10 years in water management and rainwater harvesting technologies;
  • Recent experience with UNDP’s result-based management is an asset;
  • Recent knowledge of the UNDP/GEF Project Development Guidelines is an asset;
  • Experience with multilateral or bilateral supported climate change adaptation/water management/rainwater harvesting projects is an added value;
  • Experience in the region is an asset.
 Language Requirements:
  • Fluent in English and good communication skills (oral, aural, written and presentation);
  • Working knowledge of Arabic is an added value.
