UNDP Afghanistan is organized into (1) Policy and Results Management Directorate, (2) Policy and Programmes and (3) Operations. The Sustainable Development Unit is part of the Policy and Programmes. The Policy and Programme consists of the following units: (1) Democratic Governance Unit, (2) Rule of Law unit, (3) Sub National Governance unit, and (4) Sustainable Development Unit (SDU).

Sustainable Development Unit:

Sustainable Development Unit (SDU) of UNDP plays catalytic role to facilitate resilience based sustainable development in Afghanistan by undertaking appropriate policy and programmatic interventions for integrating sustainable development principles in the national, sub-national and local development framework. SDU is supporting the government in dealing with the challenges to comply with Rio and other multilateral conventions, Rio +20 processes and actions, climate resilient development as well as designing an overall programmatic strategy and interventions focusing on poverty–environment nexus in Afghanistan.

 

Duties and Responsibilities

Objective of the Assignment:

The Consultant will lead the PPG team and will be responsible for monitoring and supervision of the overall PPG process and will prepare the full size project document.

Scope of the Assignment:

The International Consultant (Project Development Specialist, Climate Change Adaptation) will work under the overall guidance and supervision of the Head of Sustainable Development Unit. 

Scope of work:

Under the supervision of Head of SDU the Project Development Specialist, Climate Change Adaptation will perform the following duties:

  • Monitor and support the implementation of all PPG activities, by means of 1-2 visits to Afghanistan. This in-country support will be supplemented by periodic home-based support;
  • Guide and coordinate inputs of the national consultants in their relevant areas.
  • Facilitate log frame analysis workshop, including barriers analysis, problems tree and objectives tree;
  • Respond to technical queries and comment on technical reports;
  • Draft the full-sized project document and Request for CEO Endorsement;
  • Respond to GEFSec Comments
  • Work in close coordination with PPG team members and all relevant stakeholders.
  • Perform any other related duties as deemed necessary and desired by the supervisor.  
Deliverable:

Full Size Project Document and its endorsement.

15 weeks (up to 10 weeks in Afghanistan)

Required Skills and Experience

Education:         

  • Master Degree in environment, social sciences/sociology, rural development, agriculture or other relevant fields.
Experience:      
  • At least 10 years of practical experience at the international level in areas of climate change adaptation and mitigation as well as in water management infrastructure and assessment of climate change threats to the water management system.
  • Demonstrated experience in designing successful GEF projects.
  • Demonstrated knowledge and expertise in leading teams of diverse international and national consultants.
  • Thorough understanding of team management as well as conflict resolution.
  • Thorough understanding about legal and policy instruments both at national (LDCs/developing countries), regional and international level in the area of climate change, international water and water basin management.
Language Requirements:            
  • Excellent writing skill in English.

Facilities Provided by UNDP:

  • Office space, communication equipment (phone (prepaid)), VHF radio, transportation from/to workplace and relevant line ministries and office. Assets shall be returned to the CO upon completion.
  •  The IC shall be provided accommodation in MOSS cleared premises. The daily rent for a small room including three meals is $90.0. The daily rent for a large room without meals is $95.0. The large room rent does not include any meals. The meals can be purchased as $6.0 for breakfast and $12.0 for lunch or dinner.

Technical Proposal:

The IC shall submit a short proposal describing his or her approach and methodology to achieve the deliverables under this assignment.

The technical proposal shall be one page and not more than 800 words.

 Financial Proposal:

The IC shall provide its proposed effective daily rate based on five day working week. The fee rate shall be inclusive of perdiem, fees, food incidental and any other expenses related to execution of the assignment.

The IC shall also incorporate in his or her price the cost of medical evacuation insurance during the assignment period. This shall either be separately quoted or included in the effective daily rate.

Evaluation Process:

The contract will be awarded to the candidate who received the highest score out of a pre-determined set of weighted technical and financial criteria: Technical Criteria weight: 70% + Financial Criteria weight: 30%. Individual consultants will be evaluated based on Cumulative analysis.

When using this weighted scoring method, the award of the contract should be made to the individual Consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight: 70%
Financial Criteria weight: 30%

TECHNICAL EVALUATION CRITERIA:

  • At least 10 years of relevant national/international working experience in international development;
  • In-depth knowledge of programming on legal empowerment issues;
  • Knowledge and experience working on Human Rights and Justice is highly desirable;
  • Technical and practical expertise on UNDP programming work, especially with creating programming and planning materials and documents is desirable;
  • A range of experience in the United Nations, a governmental, other multilateral and/or civil society organization in a developed or developing country highly desirable.

Only candidates obtaining a minimum of 70 points in the Technical Evaluation would be considered for the Financial Evaluation.
