Description

Background

1. Sound solid waste management is one of the serious and pressing environmental issues the urban towns in Rwanda are now facing. If left unchecked, this will have adverse impacts on human health, not to mention economic wellbeing.

2. Rwanda has in the recent past instituted and implemented policies and strategies to promote environment protection, by trying to set a regional example of managing environmental challenges in a sustainable way. Rwanda Environment Management Authority (REMA), which is the executing arm of the government policies on the environment, has since been very active. A positive response is received from the public saying that Kigali is emerging as one of the cleanest cities in the region.

3. Where there has been tremendous progress in the area of handling and even preventing waste accumulation in the country, through inter alia a banning policy of polyethylene (plastic) bags, the challenges have also been registered. The locally generated domestic waste such as kitchen waste, medical waste and industrial waste continue to be generated. Also, the capacity is still limited under both public and private sectors in terms of technology as well as human skills to properly handle and reduce discharge and/or transfer waste into more useful resources. Daily discharge of solid waste and accumulated huge amount of effluent at the dumping site in Nyanza/Kicukiro in Kigali, capital city of Rwanda, leaves a lot to be done and managed.

4. For example, everyday, more than 350 ton of waste is brought to the landfill site in Nyanza/Kicukiro. At present, it is the only facility in Kigali that is dealing with collected solid waste. However, due to lack of proper facility and treatment skills, the gathered waste is just discarded to the site and the accumulation is creating new hills of waste. As a result, there are issues such as bad odor and methane gas explosion, and risks like garbage landslides and groundwater pollution. Although there is no detailed data available, it is predicted that other urban areas outside of Kigali City seem to be facing the similar situation.

5. Further, at present, various activities relative to waste management such as waste collection, waste selection and recycling, and waste dumping are conducted by various entities without having any harmonized institutional framework. Some activities are done inefficiently and we are missing the chance to maximize reusing and recycling, and minimize landfill site discharge. Again, other cities are assumed to be experiencing the same situation.

6. Amid this background, the Government of Rwanda (GoR), through the Ministry of Infrastructure (MININFRA), requested technical and financial support from UNDP to bridge this technical and skills capacity gap required for proper waste management. In response to GoR request, consultative meetings are ongoing and initial activities on waste management are conducted with close support and collaboration of other UN agencies, government agencies, and the private sector to have an initial picture of the waste management structure in the country and establish an appropriate response to waste problems.

7. In line with the above development, UNDP has supported GoR to establish a new three-year project entitled the ‘Consolidated Waste Management Project in Rwanda’. Proper solid waste treatment is a common issue at urban areas in Rwanda, and this project is expected to cause a significant impact to improve the sanitary situation for the urban settlers and to reduce environmental burdens evoked by solid waste. The request from GoR is well harmonized with UNDP priorities in the environment field stipulated under UNDAF (United Nations Development Assistance Framework in Rwanda; 2008-12) for achieving One UN Reform, and the project can also contribute to the achievement of targets stipulated in the national Economic Development and Poverty Reduction Strategy (EDPRS, 2008-12) and to driving Rwanda to sustainable development.

8. Under the overall guidance of the Country Director, UNDP Rwanda is seeking a qualified and motivated candidate for the position of a Waste Management Project Coordinator, to be based in Kigali. The incumbent should possess in-depth expertise in the field of waste management, and be of such caliber that she/he can effectively engage with high-level government officials and other stakeholders, represent UNDP, and provide advanced strategic advice and daily coordination of the project implementation.

9. The coordinator will work at the office of Kigali City and play the roles stated below fully.

 

Duties and Responsibilities


Under the overall supervision of the UNDP country Director and direct supervision of the Chief of Environment Unit and daily close contact with Kigali City and MININFRA, the incumbent shall undertake the following tasks:

I. Support Kigali City to coordinate all activities to realize a feasibility study on Fukuoka Method to the landfill site in Kigali by inviting the experts

II. Support and guide the Institute de Recherche Scientifique et Technologique (IRST) to complete their ongoing study on high quality briquette production from organic waste and support to disseminate the results in order to try to standardize the briquette production in Rwanda

III. Work with consultant(s) and support GoR to establish solid waste management institutional frameworks and solid waste management action plans at Kigali City and national levels through:
• Collect key date about understanding the status quo of solid waste management in Kigali and other urban areas in Rwanda
• Support GoR to hold workshops in addition to visiting and interviewing all potential stakeholders in order to understand the key stakeholders in this field and their concerns for better harmonization of waste management
• Support GoR to propose stakeholders institutional framework and the above action plans for sustainable solid waste management during the workshops, and to organize the validation meeting for the proposals
(Action plans should include concrete menu of actions to be taken at the public and private sectors with timeframe and how to realize them financially)

IV. Provide technical support on decision making under Kigali City of choosing an appropriate method for Kigali Landfill Site renovation and help the city to supervise all the construction activities of the renovation as well as supporting the landfill management staff to develop their capacity to operate the facility in a sustainable way


Key Results Expected
During the assignment, the incumbent will:

1) Receive a feasibility study report of Fukuoka Method including concrete recommendations on the method adaptability from the experts
2) Support IRST to produce the research results report and disseminate it to all the waste stakeholders for the standardization effort
3) Support to establish solid waste management institutional frameworks and concrete action plans both at Kigali City and national levels (the national level action plan must include suggestions on how to create the frameworks and action plans in other urban areas)
4) Support Kigali City to newly construct and/or improve Kigali Landfill Facility and to develop capacity of local staff to operate it in a sustainable way

Reporting : The above key results’ development will be reported to UNDP Rwanda at least once a quarter during the mission and to the Kigali City (and to MININFRA) on a regular basis.

Required Skills and Experience

Education:  Advanced degree (Master’s or equivalent) in waste management or environmental fields.

Experience:

1) Minimum five years of experiences in project coordination with 2 years of experience in waste management field including the fields of Fukuoka Method and briquettes production.
3) Experience with UN or international organizations may be an asset.
4) Experiences working in developing countries may be also an asset.

Language requirements:Fluency in English and or French with the working competencies in the other language.
