Employer: Change Agents UK

Host Organisation: Northamptonshire County Council

Telephone Interview Week Commencing: 2nd September 2013

Interview Date: Thursday 12th September 2013

Project Start Date: Monday 30th September 2013

Duration: 9 months with the possibility of extension

Project End Date: 27th June 2014

Background:

Northamptonshire has a target to secure access to superfast broadband for all homes and businesses in the county by 2017. By 2015, over 70% of premises will be covered by suppliers in the commercial telecoms market, principally via BT and Virgin Media. The County Council’s co-investment partnership contract with BT, which was signed in March 2013, will increase this coverage to about 90% by the end of 2015. The next challenge for the County Council is to secure solutions for the ‘final 10%’ or so of premises to enable us to meet the 2017 target.

Objective:

There is a high level of interest from the public, business, Government and other local stakeholders about Superfast Northamptonshire. Managing communications and stimulating demand to optimise outcomes is a critical project – this needs to be pre-emptive, responsive, politically aware, timely, sensitive, ‘on message’ and joined up with BT (and any other industry deployment investors if and when secured). Project communications and engagement activity needs to be managed effectively and sensitively to mitigate otherwise high impact risks for the reputation of the County Council and the success of the wider Superfast Northamptonshire project. This role will involve developing, managing and co-ordinating communications for the project.

Outputs:

  1. Ensure that effective internal and external communication links are established with communities and partner organisations.
  2. Maintain good relationships at all levels.

Key Tasks:

  1. Produce and/or commission publicity material (including the regular project newsletters)
  2. Respond to a high level of requests for information.
  3. Ensure that the project web-site is kept up to date and that the blog is managed effectively.
  4. The role will also involve demand stimulation activity to encourage residents and businesses to take up superfast broadband services and to help them to understand and take advantage of the benefits.

Benefits to Graduate:

This is an excellent opportunity that offers the successful applicant a chance to play an important role in a high profile project within a local government setting. This role covers communications and demand stimulation activities relating to the deployment of superfast broadband infrastructure, and benefit optimisation bringing with it the opportunity to build on and develop a wide range of skills to progress your career. Engagement targets will include politicians, the general public and local communities, businesses, suppliers in the telecommunications market, media, local public sector partners and other stakeholders.

The successful applicant will also benefit from a range of learning opportunities provided by Change Agents UK, including access to our Learning Notes and quarterly training workshops, and the opportunity to undertake a City and Guilds accredited Professional Development Award.

Employment Potential and Options Post Project Work:

This opportunity is a fixed term contract until 27th June 2014, but with a potential for extension.
