Strategic Vision for Development of National Biodiversity Information Outlook (NBIO)
Terms of Reference for engaging Project Associate (Biodiversity Informatics) and Project Associate (Editorial Assistance)
The Wildlife Institute of India has been assigned the responsibility by the Ministry of Environment & Forests, National Biodiversity Authority (NBA) to prepare ‘Strategic Vision for Development of National Biodiversity Information Outlook (NBIO)’. This NBIO would be showcased during the CBD CoP-11 in Hyderabad in October, 2012. The goal of the NBIO is to provide a tool for use by biodiversity stakeholders, data custodians/publishers and users to:

assess the state-of-the-art of the biodiversity information in India,
-
identify barriers to facilitate and encourage progress in biodiversity informatics,
- assist prioritizing acquisition, discovery and publishing of biodiversity information by relevantstakeholders/players, and
-
communicate progress and advocate needs to decision-makers in form of a National Biodiversity Informatics Roadmap during the UN Decade of Biodiversity.
The Institute wishes to engage competent professional for providing assistance in the design and development of the NBIO. The EQ, DQ and Scope of Work are given below:

Project Associate (Biodiversity Informatics)
Essential Qualifications: 1. Ph.D. in natural sciences and/or bioinformatics, 2. National/international experience of biological (biodiversity) data management, 3. Experience of Information System Development.
Desirable: Research publications in Biodiversity, Bioinformatics and Biodiversity Informatics.
Scope of the work:

Develop concept note for ‘National Biodiversity Information Outlook’
-
Develop questionnaire to seek stakeholders inputs
-
Coordinate national/international stakeholders consultation (through email, facebook, mailing lists, blogs, phone/skype interviews and other related mediums).

Participate in ‘core team meetings’ organized electronically/ Skype at regular intervals
-
Participate physically or remotely in the ‘Stakeholder meeting’ to be held in August 2012
-
Consolidate recommendations, case studies, reviews, opinion pieces etc. Conduct literatures survey, gather information/updates on key relevant national and international initiatives in the area of biodiversity and ecosystems informatics.

Develop the draft NBIO report, and its versions thereafter

Collaborate with core team, editorial assistance and other groups as required/requested.
Period of Engagement: 4 months (July-October, 2012)
Emoluments: Rs. 50,000/- month (all inclusive)

PROJECT ASSOCIATE (EDITORIAL ASSISTANCE)
Essential qualifications: 1. Ph.D. in natural sciences, 2. International experience in development, editing and publishing of scientific documents, reports, best practice guides etc. 3. Professional proficiency in English.
Desirable: Research publications in Biodiversity, Bioinformatics and Biodiversity Informatics
Scope of the work:

Provide editorial assistance for development of the NBIO

Conduct literatures survey, gather information/updates on key relevant national and international initiatives in the area of biodiversity and ecosystems informatics.

Consolidate recommendations, case studies, reviews, opinion pieces etc.

Participate in ‘core team meetings’ organized electronically/ Skype at regular intervals

Participate physically or remotely in the ‘Stakeholder meeting’ to be held in August 2012

Develop the draft NBIO report, and its versions thereafter including ‘camera ready’ NBIO

Collaborate with core team and other groups as required/requested.
Period of Engagement: 2 months (September-October, 2012) Emoluments: Rs. 50,000/- month (all inclusive)

Method of Engagement:
All interested candidates should send their applications in the prescribed format (Annexure-I) electronically to the Dean, Wildlife Institute of India, Dehradun ( dean@wii.gov.in ) on or before 30 June, 2012. The applications will be screened by a screening committee and the recommendations of which would be approved by Director, Wildlife Institute of India. Since most of the work is envisaged to be done electronically there is no requirement for the selected candidate to be physically present at WII.
