Horn of Africa Regional Environment Centre & Network (HoA-REC&N)

HoA-REC&N focuses on environmental concerns and sustainable development options within the Horn of Africa. It facilitates, strengthens and advocates for initiatives related to environmental conservation and natural resource management. HoA-REC&N received a grant from UK’s Department for International Development (DFID). Through this grant HoA-REC&N is responsible for coordinating and facilitating the implementation of two climate institutes: the Ethiopian Panel on Climate Change  (EPCC) and the Accredited Institute for Certification of Environmental Services (AICES). HoA-REC&N will partner with the Ethiopian Academy of Sciences (EAS) and the Climate Science Centre (CSC).

Accredited Institute for Certification of Environmental Services (AICES)

AICES will be responsible for demonstrating and facilitating environment and social impact analyses, environmental reporting, M&E, auditing and MRV services by certifying institutions/personnel in Ethiopia using internationally recognized standards. Certification will enable the Ministry of Environmental Protection and Forestry (MEPF) to enforce existing environment management regulations by reinforcing the scientific integrity of its findings, as well as enabling it to enhance its capacity to standardize environmental products and services.

Ethiopian Panel on Climate Change (EPCC)

The Ethiopian Panel on Climate Change (EPCC) is a scientific interdisciplinary body, the establishment of which was requested by the request of the MEPF. The EPCC will mirror the Intergovernmental Panel on Climate Change, which is an institute that collates and peer reviews research to verify the quality of climate-related research. The EPCC will focus its research at a national level and will feed its findings to the IPCC, thus contributing to the global climate change conversation. 

Location

The Project Assistant will be based in the Horn of Africa Regional Environment Centre’s headquarters in Addis Ababa, Ethiopia.

Main purpose of the role

The Project Assistant is responsible for the effective and efficient implementation of administrative and operational support of project activities in accordance with the work plan.

Scope of Responsibilities:

  • Provide assistance in support of planning and implementation activities.
  • Research, compile, analyze, summarize and present basic information/data on ESACCAP activities and related topics (e.g. briefing notes, memos, synthesis)
  • Produce and manage agendas and all logistical components for internal and external meetings, conferences, work shops and training
  • Draft correspondence and communications related to all aspects of project administration including work pan and budget revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports. 
  • Ensure compliance with all donor and contract requirements and HoA-REC&N’s internal policies and procedures throughout all activities.
  • Perform all logistical functions for certification trainings, workshops, consultations and other activities.
  • Ensure that all relevant parties are kept informed of ESACCAP activities.
  • Perform any other related duties, as required.

Qualifications

  • A first level university degree or certificate in business administration and management or related field is required.   
  • Experience in programme or project administration or related area.
  • Experience of coordination of implementing partners and stakeholders in delivery of project objectives.
  • Knowledge of internal policies, processes and procedures related to project administration, and evaluation, programming and budgeting.
  • Proven ability to work under pressure and to use limited resources effectively. Track record in supporting management systems and processes. 
  • Ability to operate effectively across organizational boundaries; Ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic work environment with sensitivity and respect for diversity.
  • Excellent interpersonal skills and communication skills (written and spoken fluency in English and Amharic).
  • Proficient in the use of MS Office.
