BACKGROUND
IUCN, the International Union for Conservation of Nature, is a membership-based union uniquely composed of both government and civil society organisations. It provides public, private and non-governmental organisations
with the knowledge and tools that enable human progress, economic development and nature conservation to take place together.
IUCN is implementing a project to assess the impact of the China Pakistan Economic Corridor (CPEC) on Biodiversity in the Gilgit-Baltistan area.
The proposed project has the overall objective of contributing to the preservation of biodiversity and preventing the degradation of the environment on an authorized and, wild fragile ecosystem, by introducing Pakistan in an international consensus. In addition, this project has two specific objectives.
The first specific objective is to improve the knowledge of the global state of nature and help bring the degradation and the loss of biodiversity into mainstream political and economic decision making. The second specific objective is to safeguard the biodiversity and livelihoods of local communities in selected locations of the Gilgit-Baltistan area in Pakistan from the impacts of the infrastructure development projects namely the China Pakistan Economic Corridor. The Gilgit-Baltistan, which are home to a variety of fragile ecosystems, are vulnerable to the effects of climate change, including glacial melting, This impacts biodiversity as well as the livelihoods of local communities. IUCN will organize the environmental assessments of infrastructure developments under CPEC in the select locations. IUCN will establish a high-level Technical
Advisory Panel (TAP) to advise on environmental impacts strategically. The local community and the government will initiate some innovative pilots government with IUCN’s support for demonstration of improved resilience to
climate change, ecological and social safeguarding
JOB DESCRIPTION
MAJOR RESPONSIBILITIES:
Under the supervision and guidance of the Biodiversity Expert, Biodiversity Safeguarding Northern Areas and in coordination with the Programme Coordinator, the Project Assistant Biodiversity will provide support in smooth implementation of the IUCN project to “Assess the impact of China-Pakistan Economic Corridor (CPEC) on Biodiversity in Gilgit-Baltistan Area”. S/He will also be responsible to provide support functions for the effective implementation of the IUCN programme objectives and other projects’ activities in Gilgit-Baltistan in collaboration with the Biodiversity Expert, IUCN Pakistan. The Project Assistant will support in performing
administrative duties to assist the Biodiversity Expert in day-to-day administrative and financial tasks, including maintaining and updating financial records of the projects’ budget for expenditures, expense reporting and handling of the petty cash in coordination with the Finance Officer and Biodiversity Expert.

PROJECT IMPLEMENTATION:
8.1.1 Facilitate and conduct field visits, wildlife surveys and habitat assessment as per
requirement of IUCN Pakistan and generate reports and database of Protected Areas and
wildlife populations.
8.1.2 Provide support for smooth implementation of the project activities on-the ground in
Gilgit-Baltistan.
8.1.3 Collect and compile baseline information on social, economic and ecological parameters of
the project areas and develop valley/conservancy profiles.
8.1.4 Facilitate and assist the field team in conducting field surveys, resource need assessment
and participatory rural appraisals in collaboration with Biodiversity Expert.
8.1.5 Assist the Biodiversity Expert in writing/ revising the community Conservation and
Development Plans, MoUs/ ToPs and other activity reports.
8.1.6 Sensitize, mobilize and organize the project communities, establish local governance
structures, strengthen local watch-and-ward and coordination mechanisms among
stakeholders, and build their capacities on wildlife and habitat monitoring, finance and
office management in line with the policies and guidelines of government and IUCN
Pakistan.
8.1.7 Keep close liaison with the respective government departments, partner organizations and
local CBOs in coordination with Biodiversity Expert, for the effective implementation of the
projects.
8.1.8 Facilitate and organize training events, awareness sessions and workshop for the
concerned departments, partner organizations, CBOs and project community, relevant to
IUCN Pakistan Programme/Projects.
8.1.9 Assist with all administrative and logistic arrangements for meetings, workshops and
training sessions of the projects in GB.
8.1.10 Attend and participate meetings, workshops, training sessions and other events on behalf
of IUCN as and when required.
8.1.11 Provide support to develop project work plans and progress reports.
8.1.12 Help in building linkages with project communities, traditional local institutions, partner
organizations and donor agencies working within and outside the IUCN Project Areas.
8.1.13 Develop and maintain records of the project areas, including field notes, back to office
reports, minutes of meetings, community resolutions and bylaws, awareness raising and
training materials, database of the community institutions, conservancies, community
wildlife guards and also correspondence with the government departments and partner
organizations related to IUCN programme and projects
8.1.14 Provide support to Biodiversity Expert to develop presentations, case studies, lesson learnt
and success stories, articles, concept notes, proposal, agreements, press release and other
communications related to IUCN Programme and Projects initiatives in GB.
8.1.15 Produce Urdu version of all necessary documents/ reports/ meeting minutes as and when
required in coordination with Biodiversity Expert.
TECHNICAL INPUT:
8.2.1 Provide technical support in all the project interventions of IUCN Pakistan or the joint
ventures with other departments/partner organizations in Gilgit-Baltistan.
8.2.2 Provide additional support required within or outside the organization in coordination with
Biodiversity Expert
BUDGET MANAGEMENT AND REPORTING:
8.3.1 Assist Biodiversity Expert to prepare activity budgets and assist in financial disbursements
for monthly and quarterly submission to IUCN Country Office Islamabad for approval.
8.3.2 Assist in preparing financial claims and facilitate approval through ensuring appropriate
documentation and record keeping in coordination with Finance Officer and Biodiversity
Expert.
8.3.3 Handle all expenses of the meetings, workshops and training events of the projects.
8.3.4 Maintain all records of the project expenses and respective documentations and submit bimonthly and monthly expenses report to the Biodiversity Expert accordingly.
8.3.5 Provide support to submit the monthly progress reports of the project activities along with
the work plan for next month.
8.3.6 Help to document the lessons learnt of the project interventions.
8.3.7 Assist the Biodiversity Expert to ensure the project implementation as per the project goals and objectives.

NETWORKING AND REPRESENTATION:
8.4.1 Support in coordination with government line departments, donors, partners and
stakeholders in GB in the implementation of project and day-to-day matters and meetings
in coordination with Biodiversity Expert.
8.4.2 Support in maintaining regular coordination with government departments and committees
in collaboration with Biodiversity Expert.
PROJECT OFFICE OPERATIONS:
8.5.1 Provide support in the day to day operations of the IUCN Project Office in GB and keep a
conducive working environment in the office for smooth implementation of the projects’
activities in GB.
8.5.2 Facilitate the consultants and interns for the implementation of project activities in
collaboration with the Biodiversity Expert, IUCN Pakistan.
8.5.3 Assist Biodiversity Expert to submit the monthly financial and progress report of the project
office to the Project Manager BSP and Programme Coordinator IUCN Pakistan.
8.5.4 Support to Biodiversity Expert in managing the logistics and implementation at the GB level.
OTHER FUNCTIONS:
8.6.1 In collaboration with the Biodiversity Expert, facilitate and support the consultants, visitors
and other human resource engaged for project implementation for the timely completion
of the assigned tasks and optimum effectiveness and productivity.
8.6.2 Assist the Biodiversity Expert in the oversight and quality control functions of the project
implementation.
8.6.3 Provide support to Biodiversity Expert for the administrative and implementation related
tasks of the projects in GB.
8.6.4 Maintain and manage the asset register/inventory list of non-expendable asset (IUCN GB
Office) including annual certification.
8.6.5 Develop assets labeling mechanism for maintaining and monitoring assets as per inventory
list.
8.6.6 Undertake necessary repair/maintenance of assets in coordination with the Biodiversity
Expert, so that proper control of assists can be maintained, including entry and exit
procedures from the office building.
8.6.7 Ensure the fulfillment of all reporting requirements pertaining to security in a timely and
accurate manner.
8.6.8 Ensure that relevant security equipment is available and in working condition for use in the
office and vehicle when necessary.
8.6.9 Carry out any other relevant tasks as required by and mutually agreed with the line
manager/ supervisor(s).
REQUIREMENTS
  • Bachelors of Science / Masters in Biodiversity or Wildlife or forestry or related subject

• At least 2-3 years of relevant Experience

• Must Have proficiency in following language
Local Gilgit languages – fluent in speaking
Urdu – fluent in writing, reading and speaking
English – fluent in writing, reading and speaking


• Local experience of Gilgit Baltistan is priority, national experience is added value
SALARY
The gross annual salary for this position is between PKR 725'603 and PKR 907'004. While this is an indicative amount effective as of the current date, changes may occur as per IUCN's compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
