Organizational Context

The Programme Development and Technical Cooperation Division (PTC) comprises the Office of the Managing Director, seven branches and one independent unit reporting directly to the Managing Director: The Trade Capacity-building Branch, the Investment and Technology Promotion Branch, the Agri-Business Development Branch, the Industrial Policy and Private Sector Development Branch, the Environmental Management Branch; the Montreal Protocol Branch, the Energy and Climate Change Branch and the International Financial Institutions (IFI) Partnership Unit.

The responsibility of the Energy and Climate Change Branch (ECC) is to promote access to energy for productive uses while at the same time supporting patterns of energy use by industry that mitigate climate change and are otherwise environmentally sustainable. This involves promoting energy efficiency and the adoption of renewable energy sources in the formal industrial sector, enhancing energy access primarily in rural areas as the fundamental means to reduce rural poverty, and championing industrial energy perspectives in the global debates about climate change and other energy-related global trends. In addition, the Branch acts as the focal point within UNIDO for UN-Energy and the United Nations Framework Convention on Climate Change (UNFCCC).

The Renewable and Rural Energy Unit (RRE) is responsible for enhancing greater use by industry of renewable sources of energy and facilitating the access of the poor in rural areas to affordable and sustainable energy to generate off-farm income and employment opportunities.
The incumbent assists the project manager(s) in the development and administration of technical cooperation programmes and provides administrative support throughout the whole project cycle.

Specifically

Screens incoming mail and drafts reply for supervisor's signature on non-technical aspects; provides relevant background/project information whenever necessary to supervisor(s); keeps track of pending matters, follows up with other offices on deadlines;

Drafts routine and non-routine correspondence (both on TC-related and administrative matters); revises draft documents (project documents, reports, etc.) and puts them into adequate style, language and format; designs layout and prepares project-related documents for publication; assists in the preparation of papers and presentations by extracting/summarizing statistics and other related information; undertakes computer based searches and compiles background information to assist in the early stages of project identification and formulation;

Initiates and follows up on actions related to recruitment of experts, training and study tours, purchase of equipment, travel authorizations requests/claims and deals with all related inquiries;

Keeps track of project budget expenditures; recommends and initiates budget revisions according to project needs; completes justification for budget revisions; provides information on the project whenever required and if necessary, draws the supervisor's attention to problems encountered.

Other duties include maintaining information channels with project staff and supervisor(s) on mission; assists other teams in the branch; keeps abreast with new office-automation technologies and any task assigned by the Director of the Branch.

Required Competencies

Good drafting, organizational and analytical skills. Good time-management and communications skills; team spirit; resourcefulness; ability to work independently and under pressure.

Minimum Requirements

Completed secondary education, office training or equivalent. Several years of relevant working experience, including experience in a multi-cultural, international environment, providing support to managerial/professional staff and using secretarial/administrative skills to assist in the execution of project development and implementation of work.

Thorough understanding of UNIDO/UNDP administrative and financial procedures, and channels of communication.

Proficient use of processing tools (Word, Excel, PowerPoint and Access), Internet, electronic mail and financial systems for monitoring funds and budget revisions.

Ability to type in English to UNIDO standard.
Excellent knowledge of English; knowledge of other UN languages an asset.
