Job Description

 Job Title:                                Project and Management Accountant                                                Salary:                                    £17,485  Working hours:                      40 hours per week from 9a.m. till 5.30 p.m. Monday to Friday including some weekends and evening work                                                Status:                                    This is a permanent post subject to satisfactory completion of a six month probationary period Job summary:CAT is undergoing a period of exciting development and change. The Wales Institute for Sustainable Education (WISE), an innovative £8m education and conference centre, is nearing completion CAT is now looking to recruit a project and management accountant. The postholder will oversee CAT’s monthly management reporting cycle, and will have a crucial role in monitoring and reviewing the organisations budgets, cashflow, and capital costs;reviewing the organisation’s budgets, and reporting systems and developing these to enhance the quality of information available to the management group. The postholder will be expected to demonstrate a proactive approach towards accounting systems and management accounting, identifying areas for improvement, and implementing these in consultation with the Finance Director. Management Accountant Responsibilities: The postholder will be responsible to the Finance Director for the preparation, development, analysis and explanation of management accounting information and provision of a high quality support service to budget holders of CAT Charity Limited and CAT plc.·        Produce reports for Charity and plc departments and projects analyse variances and explore potential problems with budget holders.·        Ensure accounting entries are correct.·        Account for inter-company transactions.·        Prepare VAT returns.·        Assist in providing financial support for funding applications and reports to funders.·        Maintain the fixed asset registers and capital expenditure variance analysis.·        Assist in monitoring cashflow and updating rolling cashflow projections.·        Manage the accounts assistant.·        Ensure staff adhere to financial policies and procedures.·        Ensure correct authorization of purchase invoice batches.·        Authorise purchase invoice batches.·        Authorise month end journal adjustments.Payroll Responsibilities·        Ensure that the payroll is kept up to date and processed on time.·        Ensure that salaries/wages and Inland Revenue (PAYE and NIC etc.) payments are made on time.·        Ensure that payroll year end returns are completed.·        Ensure that pension payments are maintained and processed as appropriate.·        Ensure that payroll and Inland Revenue control accounts are balanced.·        Ensure that credit union payments are made on time.Other Finance Department Responsibilities·        Review bank reconciliations.·        Ensure funds are transferred between banks.·        Review income and wage recharge journals.·        Maintain credit card purchase account.·        Ensure that receipts are banked on a timely basis.·        Assist the Finance Director in reviewing variances with budget holders.·        Produce monthly and quarterly financial reports for the Management Groups and as required.·        Ensure sales and purchase ledger control accounts agree to nominal ledger.·        Review budgets for new projects.·        Ensure projects are correctly accounted for.·        To pro-actively review CAT’s accounting and financial reporting systems, and to introduce improvements when necessary in liaison with the Finance Director.·        To undertake any other duties as requested by the Management Groups, Budget Group or Finance Director.All Permanent Staff – Co-operative Duties ·        To attend a minimum of 6 monthly staff meetings per year (or such other number as may be agreed with the Management Group).·        To consider issues presented to the staff body and be involved in the consensus decision-making process regarding such issues.·        To input to policy development when policies are proposed by the Directions Team·        To input to the strategy process when requested by the Directions Team.·        To comply all CAT’s policies and processes as they are amended from time to time. To read and act upon policies and processes as they are approved.·        To be responsible for own health and safety plus that of others as defined in the job description. To report to the Health and Safety Committee any matters of concern regarding health and safety. Person Specification Essential
  • A thorough practical understanding of accounting principles and techniques.
  • Thorough experience of book-keeping and accounting.
  • A formal bookkeeping or professional accounting qualification.
  • Computer literate, with experience of accounting software.
  • Experience of providing accurate and timely information to a high standard.
  • High level of numeracy.
  • Good level of literacy.
  • Good interpersonal and communication skills, particularly attuned to working well with non-finance persons.
  • Good team worker.
  • An understanding of VAT.
  • Honest, trustworthy and reliable.
  • Well organised - able to prioritise and manage own workload.
  • Ability to work in a co-operative structure.
Desirable
  • Experience of preparing VAT returns, and, ideally, of partial exemption.
  • Experience of implementing new accounting systems and procedures.
  • Experience of the charity sector.
  • Ability to manage and motivate.
  • Experience of planning, budgeting and forecasting.
  • A relevant professional qualification.
  • Audit experience.
  • Welsh speaker (or willing to learn).
  • Interest in sustainability issues.
