Working arrangements: Working from home with weekly meetings near Canterbury, and with occasional travel to Africa, Asia or the Middle East.
Salary: £27,000 per annum, with additional benefits - including substantial pension contributions.

The Climate Parliament is a global network of legislators working to accelerate the transition from fossil fuels to renewable energy.  We raise awareness among MPs of the dangers of global warming, and of the risks of relying on finite supplies of fossil fuels.  We support legislators in taking political, legislative and budgetary initiatives to promote solar, wind, hydroelectric, biomass, geothermal and other forms of renewable energy.

We begin a major new project in January 2012, working with democratically-elected members of parliament in Africa, South Asia and the Middle East. In these regions, as in others, we are stressing the importance of new grids to enable the transition to renewables.  Regional supergrids can link together the areas with the most abundant renewable resources – solar power in deserts, hydropower in the mountains, wind power on windy coastlines – to create a reliable supply of energy for everyone.  For off-grid villages, mini-grids can enable them to harness local energy resources such as solar, biomass and small hydro.  We are also pressing for more ambitious national targets for renewable energy, and stronger financial incentives for investment in the sector.
The Climate Parliament is a UK-regisitered charity, and is chaired by Sir Graham Watson MEP, a senior member of the European Parliament.  In developing countries we are collaborating closely with the United Nations Development Programme (UNDP).  While the Climate Parliament helps MPs to get organised and take initiatives in their parliaments, UNDP provides technical advice to assist the MPs in developing their initiatives.
The Programme Officer will support the work of the Regional Directors and Secretary-General in implementing the regional programmes and organising international meetings of MPs, and will play a key role in financial management, paying the bills, projecting income and expenditure, human resources management, other administrative matters and producing donor reports.  This job needs someone who enjoys keeping things well-organised.

Person specification

Essential:
• Personal commitment to urgent action on climate change;
• Good university degree;

• Good written English, with a readable writing style;
• Highly organised individual and efficient administrator;

• Strong IT skills (most staff collaboration is managed online);
• Comfortable with spreadsheets and financial calculations;
• Polite and friendly telephone manner - comfortable contacting people on the phone;
• Co-operative, team worker - whilst also self-motivated and able to work efficiently without close supervision;
• Calm under pressure.

Desirable:
• Competence in either French or Arabic;

• Knowledge and experience of international development and energy policy;
• Experience of conference organisation;
• Experience in human resources management;
• Experience working with budgets and financial plans.

Job description – the Programme Officer will:
• assist the Regional Directors in the planning and logistics for international parliamentary hearings. This will include identifying participants, issuing invitations and following up by phone, liaising with MPs and other participants, making travel arrangements, arranging conference facilities, taking care of other logistics, keeping the meetings within budget, and on-the-ground support during events, many of which will be held in Africa, Asia and the Middle East.
• assist the Secretary-General in the financial management of the organisation. This will include the preparation of budgets, as well as responsibility for financial transactions, ensuring that all expenses by Climate Parliament staff are documented, and producing projections of income and expenditure;
• assist the Secretary-General in managing human resources. This will include administrative issues for staff in diverse locations around the world, including researching local tax and labour laws and devising Climate Parliament policy accordingly, as well as ensuring that all staff submit time sheets.
• assist the Communications Coordinator and Regional Directors in the drafting of timely project reports for the Climate Parliament's supporters, as well as funding proposals for new projects.  
• carry out any other tasks that the Climate Parliament may require.
