Description
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Bangkok duty station. Under the general supervision of the Regional Director the incumbent will perform the following functions: 1. Policy Analysis: Develop and implement a global coral reef program and projects and ensure the engagement of regional seas programs; Act as focal point for UNEP’s liaison and support for The International Coral Reef Initiative (ICRI), The International Coral Reef Action Network (ICRAN), The Global Coral Reef Monitoring Network (GCRMN), Initiate conceptual frameworks, tools and policy options to support the integration of coral reef programme in the UNEP/DEPI Marine Coastal Ecosystems Strategy; Analyze the linkages between coral reefs, poverty and climate change within ecosystem services. 2. Programme and project development, planning, implementation, monitoring and reporting: Coordinate marine and coastal projects/ programs and Global Programme of Action (GPA) in Asia Pacific region; Coordinate the regional seas programs Coordinating Body on the Seas of East Asia (COBSEA), Northwest Pacific Action Plan (NOWPAP), South Pacific Regional Environment Programme (SPREP), South Asia co-operative Environment Programme (SACEP) Identify coral reef project possibilities in relation to expressed government needs and DEPI/ Marine Coastal Ecosystem Branch (MCEB) available resources; Assess the feasibility and impact of proposed coral reef projects; Develop specific coral work plans, approaches and budget; Organize and facilitate workshops and meetings; provide guidance and assistance to the Regional Seas Coordinator and Secretariats on coral reef and GPA in delivering capacity building activities; Supervise consultants, develop Terms of reference, draft legal instruments, evaluate outputs, monitor and report on programme progress; Establish and maintain cooperation, linkage and contacts with partners; Facilitate evaluation of coral programmes and respond to audit and evaluation recommendations; Develop project proposal for resource mobilization; maintain liaison with UNEP/Regional Office for Asia and the Pacific (ROAP)management. 3. Perform other duties as assigned.

Competencies
Professionalism: Demonstrated professional knowledge of coral reef issues, coupled with hands on experience in policy making and policy development processes at national, regional and global levels with ability to make strategic direction recommendations to foster cooperation with partners for delivery of the coral reef activities within the marine coastal ecosystem management programme. Familiarity or exposure to implement regional projects and mainstream UNEP programme objectives into national planning processes. Shows pride in work and in achievements; remains calm in stressful situations. Planning and Organizing: Demonstrated planning and organizational skills to handle multiple enivornmental issues related to coral reef, GPA and to work under strict deadlines as required. Communication: High quality communication skills in English, both written and oral are essential. Ability to convey messeages/ideas in a clear concise style, both orally and in writing to various audiences. Ability to develop networks/partnerships at all levels and maintain them is required. Creativity: Innovative thinking, to develop tools and action plans to assist governments in the formulation of environmental policies for sustainable coral reef management practices.



QUALIFICATIONS

Education
Advanced university degree (Master's degree or equivalent) in marine science, marine ecology, fisheries or related field is required. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible work experience in marine management, marine ecology management or related field some of which in an international organization is required. Field experience in tropical marine ecosystem is desired.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other United Nations languages an asset.

Other Skills
Excellent computer skills (Microsoft Office, email, internet) are required. Skills in writing project proposals to mobilise funds for programmes/projects is required.
