Description
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.   UNEP’s Division of Environmental Policy Implementation (DEPI)  works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Athens duty station. Within delegated authority, the Ecosystem Approach (EcAp) Programme Officer will support the work of the Legal and Governance Unit with regard to the implementation of the EcAp MED Project, in line with the Project Document and the workplan.  Under the direct supervision of the Governance Programme Officer and the overall direction of the Coordinator, the Ecosystem Approach Program Officer will carry out the following duties:
 
Responsibilities
 
1.  Coordinating and managing the project under the guidance of the Governance Programme Officer and working closely with UNEP/Mediterranean Action Plan (MAP) components.  
  Developing a detailed workplan including activities to be implemented by the partners.   
  Monitoring delivery of outputs and progress of implementation of activities in accordance with the Project Document and the workplan and ensuring quality of outcomes and proposing necessary amendments.   
  Coordinating and managing overall project budget revisions/implementation including those of implementing partners.   
  Ensuring harmonization and coherence of all activities and project outputs together with the Project Steering Committee.  
  Preparing various written outputs.  
  Informing and advising the implementing partners through the Project Steering Committee on any issue likely to affect the financial resources or the scope of the activities foreseen.    
  Organize the Project Steering Committee Meetings including preparing the agenda and ensuring dissemination of the Meeting minutes to all participants concerned parties.   
  Develop and manage the performance and impact assessment system for the project including defining measurable indicators, ensure adherence to the Project’s monitoring and evaluation framework as well as organizing any external evaluations required.   Disseminate the results of the evaluation to all partners for further review.  
  Developing Terms Of References and managing the work of Consultants in the context of the expected outputs of the Project.  
  Handling administrative paperwork in implementing the project.  
2.   Collecting information on latest developments on EcAp at regional and global levels, reviewing and analysing issues and trends, to contribute to the policy development of UNEP/MAP. 
  Participate in the organization of meetings, seminars, and/or public relations events.  
  Help identify opportunities for creating networks with relevant initiatives, institutions, NGOs, scientific community, with special emphasis on synergies with European Union.  
  Coordinate and monitor all the Communications activities of the project under the supervision of the Governance Programme Officer and in collaboration with MAP Components.

Education
 
Advanced university degree (Master’s degree or equivalent) in environmental studies, management or related disciplines. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
 
Work Experience
 
At least five (5) years of progressively responsible work in project/programme management and environmental policy coordination and/or related field, including at least two (2) years at the international level. A good understanding of the European Union (EU) Marine Strategy Framework Directive (MSFD) will be considered as an asset.
 
Languages
 
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Working knowledge of French is required.  Knowledge of Arabic and/or Spanish is an advantage.
 
Assessment Method
 
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
