Background
The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the
political process to address Climate Change. The Convention secretariat is supporting the Convention
and its Kyoto Protocol by a range of activities, including substantive and organizational support to
meetings of the Parties.
The Sustainable Development Mechanisms (SDM) Programme supports the implementation of the
Kyoto mechanisms, the Clean Development Mechanism (CDM) and Joint implementation (JI). The
Methodologies Unit supports the CDM Executive Board in the process of approval of new, consolidated
and revised methodologies.
Responsibilities
Under the general guidance of the Coordinator of the Clean Development Mechanism
subprogramme and direct supervision of the Manager, Methodologies Unit, the Programme Officer leads
the development of new methodologies, tools and guidelines as well as improvement of approved
methodologies and directs the team working in that area. In particular the incumbent:
1. Leads the team in the activity of development of new methodologies, tools and guidelines, that
consists of:
(a) Identification of categories of methodologies that can use comparable approaches for baseline
emissions calculation, project emissions calculation and leakage calculation;
(b) Identification of criteria for the classification of the methodologies;

(c) Development and maintenance of a list of potential threat that can lead to overestimation of
emission reduction in different type of methodologies and ways to address them;
(d) Development of modules for methodologies;
(e) Development of default operating parameters (based on the knowledge of the technical sectors);
(f) Data mining and surveys to constitute and maintain a database on operating parameters and
performances for equipments and facilities relevant to the methodologies;
(g) Data mining on industrial benchmark performances.
2. Supports the decision making process of the Board and the work of the other SDM units by providing
substantive inputs on technical issues by:
(a) Preparing strategic inputs to organize the work of the Board on technical issues related to
methodological agenda items;
(b) Providing technical expertise on industrial issues related to methodologies and advise on
consistency with the CDM modalities and procedures and the Board’s policies and directives on
methodologies;
(c) Monitoring the implementation of Board’s decisions and MOP requests to the Board relating to
technical issues as well as requests to the panel and secretariat, and support the Chair in
reporting on delivery;
(d) Analyzing and advising on options for consideration by the Board on issues related to efficient
work management and emerging cross-cutting issues.
3. Manages the work of the team by:
(a) Ensuring the quality checks (objectivity, usability, consistency, clarity) of technical documentation
prepared by the technical officers of the unit in order to prepare and facilitate work by
panels/working groups and decision-making by the Board;
(b) Developing work plans and monitoring their implementation;
(c) Guiding and supervising the staff of the unit.
4. Leads the activity of continuous improvement of the methodologies including:
(a) Identifying mechanisms and methods to monitor the use and feedback related to existing
methodologies;
(b) Identifying changes to methodologies and related processes to meet the criteria of objectivity,
usability, applicability;
(c) Maintaining working relationship with various stakeholders to enhance the understanding of
CDM and build capacity in the area of specialization;
(d) Representing the secretariat at conferences, workshops and seminars on issues relating to this
area of expertise and making technical presentations;
5. Provides technical expertise to the intergovernmental process (COP/MOP/ subsidiary bodies)
relating to the CDM and in particular by:
(a) Preparing technical expertise inputs to reports;
(b) Recommending technical inputs to be accounted for in developing options for the provision of
guidance relating to the CDM before and during sessions in order to facilitate negotiations;
(c) Providing technical inputs on methodological matters to be included in the reports of the Board to
the COP/MOP.
 
Requirements
• Advanced university degree in natural science, engineering, environmental economics, or a relevant
discipline. A combination of relevant academic qualifications and extensive experience may be
accepted in lieu of the advanced degree.

• At least seven years of work experience in industries (e.g. cement, iron and steel, refinery. Working
experience in the area of project based mechanisms, in particular relating to methodologies an asset.
• Fluency in English. Working knowledge of French and/or other UN languages desirable.
