Description

The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of the Basel Convention (SBC) assists Parties in controlling transboundary movements of hazardous and other wastes and managing such wastes in an environmentally sound manner in accordance with the provisions of the Convention. The Secretariat is administered by the United Nations Environment Programme. The position of Programme Officer (E-waste) is located at the Geneva duty station. Under the overall guidance of the Senior Programme Officer, the incumbent will perform the following functions: 1. Project implementation support: Manage project implementation at all stages; Assist the Basel Convention Regional Centres and other sub-project partners in maintaining communication with consultants, local experts and colleagues working on E-waste in other regions; Maintain a registry of project-related correspondence; Review for completeness and accuracy the periodic administrative and financial reports and funds transfer papers; Maintain electronic records and status of individual sub-projects including expenditures and liaising with individual project partners; Support coordination functions with other international organizations on jointly implemented projects; Ensure mid-term and final evaluations of the project activities are properly conducted. 2. Technical assistance for project implementation: In consultation and cooperation with relevant SBC officers, provide guidance to project partners for the preparation of training materials and publications for the E-waste project; Provide scientific and technical assistance for the project in particular on the enforcement component; Review publications and methodologies developed in the framework of the overall project and provide support to partners responsible for sub-projects during their missions; Participate in training programmes and represent the SBC. 3. Provision of administrative support to SBC operations: Draft communications and reports for the donors including all the project progress and financial reports for the donors in cooperation with the Administrative Officer; Monitor project budget allocations and expenditures; Prepare formal correspondence to donors, partners in charge of subprojects and countries involved in the overall E-waste Africa project and follow-up with partners responsible for sub-projects; Convene in cooperation with relevant Basel Convention Regional Centres the annual meetings of the Advisory Board to the project and other meeting relevant to the E-waste project.
