Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programmes in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. The Division coordinates the work of six regional offices which bring regional perspectives to the development of UNEP policies and programmes and present and enlist support for UNEP global policies in the regions. This position is located in the UNEP/DRC, Regional Office for West Asia (ROWA) at the Manama Duty Station. Under the overall supervision of the Regional Director, and the daily supervision of the Deputy Regional Director, ROWA the incumbent will perform the following duties: 1). Develop and support the implementation of a strategy to enhance UNEP/ROWA's engagement at the country level within the overall framework of UNEP Bali Strategic Plan for Capacity Building and Technology Support (BSP), UN Reform and the Common Country Agreement/United Nations Development Assistance Fund (CCA/UNDAF) processes. 2). Lead the development and implementation of UNEP/ROWA climate change programme in the region based on needs of countries and the region and within the scope of the UNEP climate change strategy and programme of work. 3). Assist in the coordination of UNEP's activities in the region with regard to the protection of marine environment. 4). Assist in support to governments in the region to implement the Sustainable Development Initiative in the the Arab Region (SDIAR) in close collaboration with the League of Arab States (CAMRE) and potential funding partners. 5). Support the office in the overall programming, resource mobilisation and programme management.

Competencies
Professionalism: Ability to conceptualise and analyse complex issues combined with proven ability to write normative documents addressing a variety of audiences on climate change and protection of the marine environment. Ability to research and rapidly analyze and integrate diverse information from varied sources. Planning and Organizing: Ability to effectively identify and handle priority activities concurrently making necessary adjustments to meet deadlines; plan, organize and monitor own work plan/assignments; ability to integrate activities from other UNEP Divisions relevant to ROWA. Communication: Ability to communiciate effectively both orally and in writing; Excellent ability to draft and prepare project documents, briefing notes and other written reports in a clear, concise and meaningful manner. Teamwork: Ability to establish and maintain effective working relationships in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.



QUALIFICATIONS

Education
Advanced University degree in an environmental discipline with a focus on marine environment, climate science or ecology, or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
A minimum of 7 years of relevant working experience of progressively responsible experience with a focus on marine environment, Multilateral Environment Agreements (MEAs) or climate change, four years of which should be at an international level.

Languages
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English and Arabic is required. Knowledge of another UN language would be an asset.

Other Skills
Familiarity with UN programming processes and instruments, hands on experience in programme and project development, implementation and resource mobilisation is desirable.
