FIXED–TERM APPOINTMENT OF 3 YEARS  (RENEWABLE)  

The IEA seeks a Programme Officer to take responsibility for the analysis of energy developments in the Caspian and Black Sea region and a range of European transition economies (particularly oil and gas transit states). The selected candidate will also be responsible for building effective dialogue and co-operation in these regions.  

The person will be part of a team of enthusiastic professionals reporting to the Head of Division for Europe, Middle East and Africa. S/he will be the focal point within the IEA for relations with the Caspian and Black Sea region and a range of European transition economies and help develop strategic concepts to advance co-operation between the IEA and priority non-member countries.



Job Duties

1. Energy Policy and Analysis  
• Collect information and conduct research and analysis of developments in the energy sectors of the regions, drawing, for example, on national and international press, networking contacts etc. Pay particular regard to gas transit issues. Analyse the implications of these energy sector developments for world energy demand. Prepare policy recommendations and publications on the basis of this analysis. 
• Identify key issues for analysis and action. In view of the large region covered, this requires prioritisation, which reflects the Agency’s and its member countries’ engagement priorities.  
• Contribute to the development of strategic concepts to advance co-operation between the IEA and priority non-member countries.  Provide advice and prepare papers in consultation with colleagues as required.   
• Assist with project management as appropriate. 
• Support the broader activities of the IEA through analytical, written and verbal contributions, and briefs on all aspects of the energy sector, economic and geo-strategic developments in the Caspian and Black Sea Region. 

2. Liaison and Outreach 
• Collaborate with other Divisions in the Agency and other organisations on cross-cutting projects, publications, policy reviews and conferences to contribute a regional dimension.  Liaise closely with counterparts in the Caspian and Black Sea Region and facilitate their involvement in, and contribution to IEA programmes and projects activities and publications. 
• Monitor developments in countries of greatest energy security significance, in particular Kazakhstan and Ukraine.  
• Organise projects (conferences, seminars, published studies, and committee reports), involving representatives of the Caspian and Black Sea region and oil and gas transit states.  In this context, provide thorough conceptual and organisational preparation and guidance to a project team in the execution phase, and a large amount of drafting or editing, as well as travelling and organising logistical aspects of missions. 
• Participate in preparations for meetings of the IEA Standing Committee on Global Energy Dialogue and other relevant standing committees and working groups as required; participate in relevant external meetings as required; provide support for the development of reports, analyses and information items for these meetings.  
• Maintain contacts with members of national delegations, other international organisations, representatives of industry, research institutions, universities and NGOs. Promote the work of the Agency externally to a wide range of audiences through organising and participating in workshops, making presentations and holding bi-lateral meetings.



Qualifications: education, experience, communication and languages

1. Education and experience 
• An advanced university degree(s) in relevant disciplines (economics, international relations, science, statistics, econometrics, physical science and engineering). 
• Three to seven years' experience working on energy issues, including with Russian and/or other New Independent States (NIS) government officials and industry representatives. 
• Experience in organising activities in or with the NIS.  
• Familiarity with global energy policy, in particular of the energy policies of IEA and NIS countries. 
• Good knowledge of the regions involved, particularly the Caspian and Black Sea region. 
• Experience of working with committees would be an advantage. 

2. Key competencies 
• Proven conceptual and analytical abilities as demonstrated in past work (analytic reports, quantitative analysis and/or published papers) and ability to take a strategic overview of the impact on energy policy of varying developments across a wide region. 
• Creativity, energy and commitment. 
• Ability to manage large flows of information and independently prioritise tasks. 
• Committed team worker. High degree of flexibility. Proven ability to handle multi-tasking, prioritise and meet tight deadlines. Strong sense of responsibility for the successful completion of assigned work.  
• Excellent level of computer literacy, in particular, advanced knowledge of software for data management and analysis (spreadsheets and databases). 

3. Communication and languages 
• Good interpersonal skills, including the ability to maintain harmonious working relations with colleagues in a multicultural environment as well as the ability to foster contacts with officials in national and international fora.  
• Strong communication skills. A demonstrated ability to prepare high quality reports quickly and clearly in written form on complex technical issues for a more general policy audience. Experience of giving oral presentations. 
• Excellent knowledge of written and spoken English and ability to draft correspondence and reports autonomously.  Working knowledge of Russian. Working knowledge other languages in the region would be an advantage.

NB. Shortlisted candidates may be required to take a written test. 

The appointment may initially be made at the level immediately below if the qualifications and professional experience of the selected applicant correspond to that level; in this case, the duties and responsibilities assigned to the post will be adjusted accordingly.
