BACKGROUND

Come Outside! is a £1.1 million 3 year Programme managed by CCW and funded by Big Lottery Fund, CCW, Forestry Commission Wales and Welsh Government. The Programme will enable communities to get involved in outdoor activities which will make a positive and lasting impact on their lives.

MAIN DUTIES

Project Actions and Deliverables

  • Develop and manage the Come Outside! Programme to achieve the aim and outcomes, meeting all deadlines, as set out in the Come Outside! Project Plan.
  • Provide the Come Outside! Steering Group with the best possible advice and briefings on the Programme and its management, and ensure the Steering Group’s direction is applied to Programme delivery, in accordance with collaboration agreements.
  • Establish and support the Come Outside! National Partnership, providing its members with the best possible advice and briefings on the Programme and its management.
  • Oversee delivery of the Programme, particularly the finances, in accordance with funding organisations’ and CCW’s policies and procedures.
  • Develop and implement a communications strategy which will ensure collaboration between the Programme and the Welsh Government, national, regional and local agencies and authorities.
  • Procure and manage consultancy contracts (for example, monitoring and evaluation and training) in accordance with CCW policy and ensuring sound principles are embedded in Programme delivery.
  • Ensure that the Come Outside! Project Team maintains up-to-date and well organised electronic and other records.
  • Ensure balance in your management of operations, resources and the people for whom you are responsible.
  • Ensure that your staff are well managed, well led, well motivated and continually learning.
  • Take reasonable care for the health and safety of yourself and others and comply with all health and safety legislation as appropriate.
  • Carry out and regularly review appropriate risk assessments, including stress, on all of your staff.
  • Behave in accordance with our corporate values.
  • Ensure you and your staff consistently meet the standards required to fulfill the service expectations of your internal and external customers/citizens and partners and constantly strive to improve.
  • Carry out other general duties as necessary.

JOB COMPETENCIES

To be considered for this post you will need to demonstrate the following competencies:

Essential

  1. Experience in staff management and the ability to lead, inspire and motivate at all levels.
  2. Knowledge of Welsh Government policies and an understanding of community development principles and practices.
  3. Ability to deliver complex projects through excellent planning and organisational skills.
  4. Ability to manage budgets and external contracts.
  5. Excellent verbal and communication skills including the ability to effectively liaise with organisations and authorities at national, regional and local level.
  6. Good IT skills, including use of word processing, spreadsheet, database and e-mail applications in a Windows environment
    - The ability to currently and legally drive a car in the UK
  7. An awareness of Welsh culture, and a positive attitude to linguistic and cultural diversity.
    - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Desirable

8. Knowledge of the environmental and outdoor activity sectors in Wales
9. An understanding of monitoring and evaluation practices.
10. Knowledge of facilitation, training and mentoring techniques and the principles of equality and diversity
- Fluency in spoken Welsh

SALARY

The starting salary will be £30,134 a year.

STATUS

This is a fixed-term, pensionable full-time appointment of 37 hours a week for three years.

A single Environment Body for Wales is expected to come into being on 1 April 2013. Staff who are employed by Countryside Council for Wales immediately before that date are likely to be transferred to the new body.
