DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Director, Forest Economics and Policy Division and the direct supervision of the Chief, Forest Policy Service, the incumbent will manage and coordinate the implementation of the Forest Law Enforcement, Governance and Trade Support Programme for ACP Countries (ACP-FLEGT) funded by the European Commission (EC). In particular, the incumbent will:
  • Plan and coordinate the implementation of programme activities in close coordination with the Steering Committee of the programme and the ACP Secretariat;
  • Act as liaison with the European Commission for the programme;
  • Head the Programme Management Unit and supervise its staff;
  • Closely coordinate programme implementation with FAO technical officers, other FAO units and partners to ensure provision of appropriate technical support services;
  • Ensure the development of a user-friendly website, prepare and disseminate information material about the programme to ensure EC visibility;
  • Develop guidelines for applicants requesting assistance from the programme and propose to the Steering Committee criteria for selection of proposals to be funded by the programme;
  • Develop terms of reference and working modalities of the Expert Panel that evaluates proposals for assistance and supervise the work of the Expert Panel;
  • Provide technical supervision in the preparation of letters of agreement and contracts for the implementation of programme activities by field partners;
  • Organize technical, training and exchange of experiences / lessons learnt workshops;
  • Provide FLEGT-related technical advisory services to recipient ACP countries and organisations including undertaking site visits;
  • Establish and implement a technical and financial monitoring system for the programme;
  • Mobilize additional resources from other donors with a view to setting up a multi-donor trust fund;
  • Prepare detailed annual reports containing overall project progress and an assessment of the efficacy of project implementation; as well as semi-annual brief progress reports and annual work plans;
  • Prepare financial forecasts on the basis of the annual work plans, revise the budget on the basis of actual delivery and supervise financial monitoring and reporting;
  • Perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

  • Advanced University Degree in Forestry, Forest Economics, Natural Resources Management or related field
  • Ten years of relevant experience in forest policy, forest management and/or forest law compliance and governance issues, including experience in managing large projects or programmes
  • Working knowledge of English and French

 

SELECTION CRITERIA
Candidates will be assessed against the following:

  • Demonstrated management experience and organizational capacity
  • Extent of experience with forest law enforcement, governance and trade issues
  • Relevance of experience in designing, organising and conducting workshops and training events
  • Extent of understanding/familiarity with FAO or other international organizations
  • Extent of supervisory skills
  • Quality of both oral and written communication skills on technical matters
