Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 chapters worldwide and an international secretariat in Berlin, Germany, TI raises awareness of the damaging effects of corruption and works with partners in government, business and civil society to develop and implement effective measures to tackle it.

Project outline:

PAC REDD is a new project led by the Asia Pacific Department (APD) at the Transparency International Secretariat (TI-S), and is funded by NORAD. The project is a component of TI’s five year Forest Governance Integrity (FGI) Programme. Principally, the PAC REDD project will, through a process of capacity building and showcasing best practices, ensure that REDD payments meet their intended objectives by having forestry related government agencies, private sector organisations and financial institutions receptive to incorporating transparency and integrity mechanism in REDD schemes, and a civil society capable of monitoring these mechanisms. The project will be coordinated from TI-S in Berlin, but carried out in the TI National Chapters of Papua New Guinea, Vietnam and Indonesia.

The PAC REDD project outputs are:

  • Adaptation of existing TI FGI corruption risk map and monitoring tools to REDD schemes – based on stakeholder consultation meeting;
  • Country-specific adaptations to REDD schemes of other TI anti corruption tools in support of interventions areas for transparency initiatives identified in national REDD negotiations;
  • Training workshops supporting a campaign for inclusion of anti-corruption tools in REDD schemes;
  • Workshops to build a network of individuals, government representatives, and CSO groups to identify where civil society monitoring could be useful.
  • Annual regional conferences with government agencies to showcase best practices related to transparency and integrity mechanisms in REDD schemes;
  • A REDD dialogue forum for civil society actors and government representatives;
  • Anti corruption tools for timber certification and chain of custody. Training workshops on tool usage for the private sector.

Main functions:

  • Facilitate the smooth day-to-day operation of the project, including project coordination, administration, financial management and reporting;
  • Ensure all project deliverables are completed on time, and any problems associated with the creation and production of these resolved by bringing them to the attention of the right person.
  • Coordinate with staff from APD and other departments of TI-S involved in the work of the National Chapters or supporting the project.

Starting date: As soon as possible, preferably by the end of September 2010

Salary: Salary ranges are posted at http://www.transparency.org/contact_us/work; all salaries before German taxes.
Benefits: TI-S provides accident and travel health insurance, and also pays about 50% of contributions to the social security, including health insurance. TI-S also contributes to relocation costs.

Key responsibilities:

The PAC REDD Programme Coordinator will be responsible for all project coordination activities, including the following tasks:

  • Coordinate day-to-day administration of the project with participating National Chapters;
  • Coordinate financial administration between TI-S Finance, National Chapters and their Forestry Units;
  • Coordinate development of REDD anti corruption tools between the TI-S Policy and Research department and the National Chapters’ Forestry Units;
  • Organise logistics for all project events, meetings, workshops, conferences, trainings and other related activities;
  • Work with the TI-S Policy and Research department, external stakeholders and the National Chapters’ Forestry Units to develop anti corruption tools for timber certification
  • Support National Chapters and their Forestry Units in their fundraising efforts;
  • Organise meeting and workshops in the region to disseminate the tools;
  • Coordinate the development of policy and advocacy papers with the National Chapters’ Forestry Units;
  • Work with the TI-S Advocacy Team to develop and coordinate a REDD integrity campaign;
  • Design and manage a project database;
  • Liaise with APD’s Regional Coordinators to provide advice and support to participating National Chapters;
  • Monitor project implementation and expenditure to ensure compliance with NORAD contractual obligations and reporting requirements. This will be done with close coordination with the FGI Programme Manager, raising any issues requiring attention and/or a revision of the original implementation plan;
  • Work with TI-S Communication Department to coordinate campaign messaging and publications;
  • Coordinate with other TI-S departments to ensure quality control of the project outputs;
  • Any other tasks in support of the project as directed by the line manager.

Knowledge, experience and skills required:

  • Knowledge of, or considerable interest in, the work of TI, social justice and civil society work;
  • Commitment to the TI Principles and Values;
  • Knowledge and experience of ongoing debates on climate change and REDD;
  • Minimum of 2-3 years project management experience; including financial management;
  • University degree in relevant field (international relations / development / management / environment / forestry);
  • Good knowledge and experience in project management and budgeting software;
  • High level of attention to detail and total fluency in English;
  • Excellent communication, team work and intercultural skills.
