Description

Chemicals represent a vital element of human development, affecting virtually all sectors of human activity. Increasingly however, it has been globally recognized that the poor management of chemicals adversely affects human health and the environment, compromising disproportionately the urban and the rural poor, particularly women and children. UNDP’s Montreal Protocol and Chemicals Unit helps countries to improve their chemicals management and attain the MDGs by providing MDG Support Services in the following areas:

  • Ozone Layer Protection: Phasing-out of Ozone-Depleting Substances (ODS) and achieving compliance with the Montreal Protocol
  • Reducing and eliminating releases of Persistent Organic Pollutants (POPs) under the Stockholm Convention
  • Mainstreaming Sound Management of Chemicals into MDG-based national development plans

With regards to Ozone Layer Protection, UNDP is one of the four Implementing Agencies operating under the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol (MP). In addition to the MLF resources, ozone programmes are funded by the GEF for the CEIT region.

UNDP’s MP and Chemicals Unit also manages the Persistent Organic Pollutants (POPs) Focal Area within the GEF. This programme is expanding rapidly.

The MLF and the GEF Trust Funds together are the largest environment funds in UNDP.

Finally, all chemicals related programmes for UNDP under other HQ trust funds for implementation of the Strategic Approach for International Chemicals Management (SAICM), such as the projects funded by the Quick Start Trust Fund and others funded by direct donor contribution, are also managed by UNDP’s MP and Chemicals Unit.

The Programme Analyst would be part of the Montreal Protocol and Chemicals Unit within the Environment and Energy Group (EEG), Bureau for Development Policy (BDP), and would be based in New York. The Programme Analyst will work closely with the various UNDP sector experts and with other MP and Chemicals Unit staff. The staff member will work under the direct supervision of two Programme Advisors:

  • The Senior Programme Advisor for Africa, Arab States and the CIS
  • The Programme Specialist dealing with SAICM/POPs

Under their guidance, the Programme Analyst would be responsible for substantive assistance in the development and management of UNDP’s ODS (ozone depleting substances), POPs (persistent organic pollutants) and SAICM related programmes covering the design, implementation and monitoring of projects under the Montreal Protocol on the Protection of the Ozone Layer and the Convention of Stockholm on Persistent Organic Pollutants.

 

Duties and Responsibilities

  1. Support countries in the identification, formulation and implementation of proposals related to the Montreal Protocol, Stockholm Convention on POPs and SAICM projects. This work would include looking at potential use of innovative financing mechanisms for the various fields concerned as well as promoting specific chemicals and POPs programs and initiatives in countries.
  2. In consultation with the two Advisors, liaise with other agencies, Country Offices and/or governmental focal points on all activities pertaining to these MP/POPS/SAICM projects. Propose and apply, in partnership with the executing agencies, recommendations to solve possible issues that affect project implementation. Assist in preparing periodic progress reports on the assigned portfolio.
  3. In consultation with the two Advisors, communicate with the Secretariats of the three Funding Mechanisms (MP/POPS/SAICM) whenever needed to respond to queries that these Secretariats may have on the various programmes.
  4. Under the guidance of the Advisor for SAICM/POPs, provide general policy advice on Chemicals Management within UNDP HQ, country offices and projects.
  5. Assist the Advisors in Progress Reporting and Business Planning to prepare the Progress Reports, Business Plans, and Work Programmes, etc. To accomplish these tasks, it is expected that the candidate is well versed in basic computer software such as Excel and Access.

Required Skills and Experience

Education:

  • Masters Degree in Physical or Social Sciences or Public Health or equivalent.

Experience:

  • At least 2 years direct work experience in programme development and programme implementation and monitoring with an international organization.
  • Fully versant with the use of MS Word, MS Excel and MS Access and/or other database software.
  • Worked with UNDP-implemented projects, especially with NEX-implementation procedures would be an advantage
  • Knowledge of MLF/ GEF guidelines and procedures is desirable
  • Experience with Montreal Protocol and/or POPs and/or SAICM projects would be an advantage
  • Worked with the PIMS and/or ATLAS software systems desirable
  • Demonstrated experience in database development.
  • Must be available to undertake travel as required.

Language Requirements:

  • Fluency in both written and spoken English.
  • Working knowledge of another UN official language, preferably French, is an advantage.
