Description
Ethiopia’s resource base is increasingly under threat, largely due to unsustainable practice of resource use, lack of appropriate management and increasing development pressures. Deforestation and land degradation are serious issues leading to poor agricultural productivity.  The country’s environment is not spared by the impact of climate change, while significant and concerted efforts are still needed to introduce climate change mitigation and adaptation measures. On the other hand, the country has made a significant progress in the past years in its development, and the government’s and the international community’s efforts to further economic and human development continue in all aspects. In this context, establishment of sound vulnerabilities and  natural resources management policies, regimes and practices is of paramount importance in order to ensure the country’s sustainable development.
 
Over the past years UNDP has been assisting the Government in formulating and implementing a wide range of Environment & Energy (E&E) related projects to help ensure the country’s sustainable development and achievement of its Millennium Development Goals (MDGs). Currently, UNDP wishes to further strengthen its support, particularly through upgrading its strategies with regard to climate change related issues and formulating a new programme and projects supporting policy development and networking.
 
UNDP Ethiopia thus far has supported GoE, in its effort to tackle climate change, by providing support and mobilizing resources (mainly from the Global Environment Facility – GEF) for: the National Self-Capacity Assessment (NSCA) to examine the capacity needs to fulfill the obligation under the UN Framework Convention on Climate Change (UNFCCC); development of the National Adaptation Programme of Action (NAPA) and its follow up activities; and assistance in preparing National Communications to UNFCC which include greenhouse gas (GHG) inventory. Presently, UNDP Ethiopia plans to reorganize and upgrade these activities into a climate change nation-wide focused programme, which will encompass preparation of CC strategies and capacities to access financial mechanisms in order to ensure optimal technical assistance, coordination and impacts.
 
Under the overall guidance of the RR and direct supervision of the Country Director, sourcing relevant technical expertise as required from the UNDP Regional Centre in Johannesburg, the Climate Change Programme Advisor will develop a new climate change programme and oversee its implementation; identify opportunities for partnership building with donors, private sector and other actors in the field of climate change mitigation and adaptation; advise on climate change-related resource mobilization, including various emerging opportunities i.e. Global Fund for Climate Adaptation Fund; Reducing Emissions from Deforestation and Forest Degradation (REDD), Carbon Development Mechanism (CDM), appropriate technologies and public-private partnership (PPP) on emission reduction especially in the energy and other industrial sectors, relevant policy and regulatory options. S/he will also formulate relevant strategies for UNDP to mainstream vulnerabilities related to climate change concerns in its Country Programme.
 
In terms of support for the government, the Climate Change Advisor will work closely with relevant government agencies, primarily the EPA, MoARD, Ministry of Water, Ministry of Mine and Energy, DRMFSS, NCCF, building new joint initiatives, providing technical, operational and strategic advice, and relevant capacity development services. S/he will provide technical and strategic inputs on climate change within the key government fora.

 

Duties and Responsibilities

Summary of Key Functions:
 
  • Formulation of Country office strategies, programme and projects related to climate change and facilitation of their implementation
  • Provide advice to Government counterparts and facilitation of knowledge building 
  • Creation of strategic partnerships and implementation of resource mobilization strategy related to climate change programme / projects
  • Strategic guidance for UNDP to assume a key facilitating role in Ethiopia’s climate change sector 
  • Facilitation of capacity development and knowledge sharing with UNDP’s network and the UN system 
  • Formulation of Country Office strategies, programmes and projects related to climate change, and facilitation of their implementation
  • Map out the currently active development partners, donors and private sector actors in the field of climate change in Ethiopia, conduct gap analysis, identify opportunities and formulate a UNDP programme on climate change and associated projects. 
  • Develop relevant strategies (including partnership and resource mobilization strategies) and coordinate overall UNDP support to climate change.
  • Organize and lead programming / technical assistance missions on climate change, rural energy, sustainable land management, etc. 
  • Advise UNDP on national and international developments relevant to the UN’s policy, programme and operational interests on climate change, and assist in identifying coordinated corporate approaches. 
  • Ensure linkages of UNDP support to the various national and international policy agenda and optimum partnership reflected in the formulation and implementation of strategies, programme and projects.
  • Participate in various policy and partnership fora such as the government-donor technical working groups (TWGs), as well as relevant international conferences and meetings on climate change. 

Provide advice to Government counterparts and facilitation of knowledge building focusing on achievement of the following results:

  • Provision of policy options on climate change to Government and other development actors
  • Contributions to the development of policies and national documents related to climate change
  • Effective knowledge sharing on climate change by documenting lessons and good practices from different projects and other country experiences, and developing knowledge-based tools (including policies, strategies, guidelines, etc);
  • Regular assessments of Ethiopia’s climate change policies and their impact on the country development, and production of strategic paper on this issue
Creation of strategic partnerships and implementation of resource mobilization strategy related to climate change programme / projects:
 
  • Strengthen the partnership/coordination with key stakeholders, particularly the donors, private sector, and the government fora to identify opportunities, formulate joint initiatives with maximum impacts and efficiency, minimize duplication of efforts and reduce transaction costs.
  • Explore the potentials for private sector partnerships in climate change and environment, and work on advocacy for private sector, donors and government counterparts regarding the opportunities on carbon / environmental financing.  
  • Support resource mobilization efforts of the government on climate change especially tapping into the climate change specific financing mechanisms such as  CDM, Reducing Emissions from Deforestation and Degradation (REDD) scheme and any other emerging funding mechanism.
  • Promote, with due resources and expertise mobilization, transfer of appropriate technologies such as alternative energy solutions, through public-private partnership.

Strategic guidance for UNDP to assume a key facilitating role in Ethiopia’s climate change sector:

  • Provide strategic advice to UNDP Country Office on policy engagement, dialogue, advocacy, capacity development, private sector involvement and resource mobilization, in relation with climate change mitigation and adaptation.
  • Provide policy advice, strategic guidance and knowledge-sharing related to climate change to the government including through facilitation of relevant capacity assessment, informal dialogue and joint government-donor TWGs. 
  • Promote information sharing and facilitate dialogue within the donor community by initiating and/or participating in consultative meetings and preparing briefs and policy papers on climate change. 
  • Facilitation of capacity development and knowledge sharing with UNDP’s network and the UN system. This will also include fostering cross linkages between practice areas and clusters, and relevant staff capacity development, and advice on further team building and management planning.
  • Serve as resource person in capacity development activities on climate change for UNDP Country Office, including for the development and implementation of a carbon neutral strategy for the UNDP Country office. 
  • Develop strategic entry points to enhance interface and linkages among UNDP supported initiatives for maximum results in the field of climate change. Support CO units to incorporate climate change into Governance Cluster’s unit and Poverty Reduction and MDG Programme. 
  • Facilitate advocacy on UNDP roles with regard to climate change and contribute to the development of a climate change communication strategy in collaboration with UNDP Communications Unit. 
  • Keep abreast of various global debates climate change, and widely share the knowledge by translating into the relevant Ethiopian context.
  • Serve, along with the CD and relevant staff, as an interface of UNDP Country Office with regard to UNDP corporate initiatives on climate change at the global and regional level (e.g, MDGs, development of Practice Notes, UNDP Regional Center initiatives on poverty-environment, gender, energy programme etc.).
  • Promote the sharing of good practices from UNDP climate change to wider network and develop strategy for UNDP on how to replicate them at the national level.
 Impact of Results:
 
The key results of the post will strengthen UNDP’s policy role through research, formulation of advice and recommendations and contributions to the national policy dialogue. Results will also enhance the quality and impact of UNDP programmes and projects. Key results will lead impact on the creation of strategic partnerships as well as joint dialogue initiatives. The visibility and substantive role of UNDP in addressing climate change, its causes and consequences for the national development process in Ethiopia will be strengthened.

Required Skills and Experience

Education:

  • At least a master’s degree in Environmental Economics, Policy, Climate Change Science or related social science fields

Experience:

  • At least ten years of work experience in programme formulation and management, and advisory capacity in the areas of development, poverty reduction, natural resources management with expertise in climate change as a preference.
  • Proven professional experience and sound technical knowledge on environmental financing and public-private sector partnership.
  • Experience with GEF programme formulation and management, or experience in environmental financing, is desirable.
  • Working experience with UNDP, other UN agencies, international organizations and private sector in the relevant field is an advantage.
  • Work experience in and familiarity with Ethiopia will be an advantage.

Language Requirements:

  • Excellent command of written and spoken English.
