The Program Officer will be situated within ISC’s Urban Program and is responsible for supporting the implementation of ISC’s clean energy programs.

 

The Program Officer will work to develop and implement programs that support the transition of US cities to clean energy. This includes ISC’s Solar Market Pathways (SMP) program, an effort funded by the US Department of Energy (DOE) serving 14 organizations and partnerships across the country as they create plans and strategies that accelerate solar deployment and reduce costs. The Program Officer will play a central role in providing technical assistance, supporting peer learning and collaboration across the 14 projects, disseminating replicable models and helping to spur adoption of best practices in communities across the US. The Program Officer will also participate as part of a small team to further expand ISC’s clean energy programming. This will include managing clean energy pilot projects in at least 2 US cities, developing strategic partnerships with leading cities and NGOs, and supporting business development activities.

 

Position Scope

This position will be located in Montpelier, Vermont or Boston, Massachusetts. Some travel is required.

Responsibilities:

  • Participate as a member of a program team in the development, implementation and support of ISC’s clean energy programs.
  • Help to design and deliver annual peer learning workshops, topical clinics and other capacity-building activities for community leaders on topics ranging from energy planning, utility collaboration, stakeholder engagement, community solar, and financing.
  • Manage clean energy pilot projects by helping to provide technical assistance and support to at least 2 US cities that are working toward ambitious renewable energy goals.
  • Research and develop resources, tools, case studies and other materials to support the goals of the ISC’s clean energy program.
  • Serve as ISC’s point of contact with subset of the SMP awardees, ensuring that ISC is tracking the progress of the awardee, capturing best practices and lessons learned, helping disseminate the work of the awardees, and identifying opportunities to provide technical assistance or resources that will support the success of the awardee.
  • Help to develop and implement a dissemination and replication strategy to ensure that the new strategies and innovations developed by SMP awardees are made available to other communities and solar stakeholders and inspire replication. This will include delivering conference presentations, moderating panels, organizing webinars, and facilitating training events.
  • Conduct assigned research to support the development of ISC programs.
  • Other duties as assigned.

Qualifications:

Knowledge, Skills and Abilities

  • Excellent interpersonal, oral, and written communication skills
  • Strong research and analytical skills 
  • Strong work ethic, personal integrity 
  • Experience working on renewable energy programs and/or policies, including familiarity with implementation, regulatory, and finance challenges and opportunities
  • Ability to work effectively with diverse people from different communities and cultures 
  • Ability to work effectively both independently, and collaboratively as a positive and contributing team member
  • Flexibility and willingness to adapt to changing program priorities
  • Ability to prioritize work assignments appropriately and manage pressure of conflicting demands
  • Good skills in Microsoft Office suite, data processing, e-mail, Google applications and other cloud based tools


Qualifications

  • Masters degree in fields related to urban sustainability and clean energy, including planning, policy and/or economics. An equivalent level of direct professional experience beyond a Bachelor’s degree will be considered
  • Two or more years of relevant professional experience, preferably working with or for a nonprofit organizations and/or a city or regional government entity in a US city is required
  • Willingness and ability to travel
  • Commitment to the ISC mission and goals

Working Conditions

  • Office Environment, US travel required.
