The Program Manager/Chief of Party (PM/CoP) provides overall leadership and direction of the Climate Smart Initiative (CSI) designed per the World Bank contract. The CSI is an initiative to strengthen two important food security programmes in Ethiopia—the Productive Safety Net Programme (PSNP) and the Household Asset Building Programme (HABP). Making a safety net climate smart aims to systematically integrate the implications of climate change into PSNP and HABP now, and determine how a “next generation” resilience building programme could enable the Ethiopian government to manage risks related to climate change. The incumbent leads and manages the CSI through a combination of program management oversight, technical assistance, sub-contract management, and consortium management, with special emphasis on developing effective and efficient partnerships with consortium members and government counterparts. This includes personnel and financial management, administrative oversight, program quality assurance, and management of sub-contracts with consortium partners. The CSI will be implemented based on core principles: ownership, inclusiveness, increasing accountability to vulnerable groups, system efficiency, scalability, policy linkage and leverage.
The key objectives are:
- Strengthening the contribution to building climate resilience; Enhancing information flow and local decision-making; leveraging climate funding opportunities; and
- Informing future programs. S/he ensures CARE’s contribution to dissemination of program learning and achievements, and documentation of promising practices in programming within Ethiopia.
- The position is required to provide the vision and strategic leadership necessary to promote effective oversight and management of the overall program.
Requirements:
- Applicants should be senior practitioner in the appropriate technical field (e.g. agriculture or rural development, food security, livelihoods, policy formulation, etc.)
- At least a relevant Master’s degree and a minimum of 7 years post-Masters experience, or a PhD with 5 years post-PhD experience
