JOB DESCRIPTION

 

Position:                     Program Manager, Program Development

Reports to:                 Assistant Director, Program Development

 

POSITION OBJECTIVES

The Program Manager, Program Development, is a full-time position responsible for facilitating the development of large, complex government grant and contract proposals and ensuring that applications are strategic, competitive and meet all donor requirements. The incumbent will be part of the 6-person Program Development team, whose main purpose is to increase and diversify government funding to the WCS Global Conservation Program.  The Program Development team supports the development and management of relationships with government donors, tracks funding trends and streams, shepherds proposals, and supports WCS program staff to play their role in the donor process.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. I.                   Grant and Contract Proposal Development (primary responsibility)
    1. Strategically develop proposals for government and agency grants, overseeing process and facilitating the proposal team;
    2. Provide guidance on proposal development and process;
    3. Ensure quality control of proposals and compliance with both donor guidelines as issued and WCS processes through editing, review and revision of proposals.
  2. II.                Proposal process systems and resources
    1. Identify and address gaps in proposal systems and resources;
    2. Track and manage priority funding streams;
    3. Facilitate internal proposal resource communications;
    4.  Assist with program staff training as needed;
    5. Identify, analyze and distribute government/agency funding opportunities relevant to WCS programs;
    6. Ensure coordination of grant tracking system with grants management and accounting divisions.

 

  1. III.             Donor and Partner Strategy and Relationships
    1. Assist in identifying, prioritizing and developing partner relationships for stronger proposals;
    2. Support donor relationships by representing WCS at relevant conferences and meetings;
    3. Assist with development of success stories, project descriptions and publications as necessary.
  2. IV.             Ad Hoc Advisory: Provide ad hoc consultation for Program and field staff for activities related to government/agency donors, as needed.

 

 

QUALIFICATIONS

The requirements listed below are representative of the knowledge, skill, and/or ability required for this position. 

 

  • Candidate must have at least 3 years in fundraising, grant writing, program management and other relevant experience, with preference for experience in large government granting processes (e.g., USAID, GEF);
  • Experience in:
    • leading complicated proposal processes on deadline and with quality results;
    • working in a fast-paced environment;
    • working with government and agency donors;
    • establishing and maintaining a productive working rapport with diverse individuals and groups at multiple levels;
    • working in the field of wildlife conservation, or with other mission-driven organizations;
    • Understand global and regional government and agency donor processes;
    • Strong writing, persuasive and organizational skills;
    • Preferred fluency in Spanish, French and/or German;
    • Willingness and ability to travel (sometimes internationally) upon short notice;
    • A strong commitment to the mission of WCS.

 This position will be based at WCS New York headquarters, which is located at the Bronx Zoo.
