Founded in 1977 during the oil crisis, the Alliance to Save Energy is a non-profit coalition of business, government, environmental and consumer leaders that promotes energy efficiency worldwide to achieve a healthier economy, a cleaner environment and greater energy security.

The Alliance’s Policy and Research Team is seeking an effective advocate to provide program management and to assist in communications and outreach efforts as a Program Manager. The position will involve working closely with the Sr. Vice President for Policy and Research, and will include, among other duties, management of grant and contract deliverables, research on energy efficiency issues, legislative tracking and analysis, proposal writing and development, organizing meetings, and working closely with all Policy team members.

A considerable degree of independent initiative will be required, along with the ability to quickly acquire new information, to work effectively with team members from the Alliance and other organizations, and strong writing and organizational skills.

The position is located in Washington, DC.

Essential Duties and Responsibilities

  • Work with others developmental professionals to identify new opportunities for Policy team.
  • Serve as the lead in facilitating the involvement of Associates in the Policy team work.
  • Serve as lead staff on studies on various energy efficiency and climate change-related topics. 
  • Serve as the lead staff for the coordination of deliverables for Policy team grants and contracts.
  • Serve as the lead staff in the development of Policy team annual budget.
  • Summarize and analyze the energy and cost-saving impacts of legislation, policies and programs related to energy efficiency and climate change at the international, federal, state and local levels.
  • Write articles for our website on energy efficiency policy and research activities.
  • Edit and review articles, reports and press releases for clarity and accuracy.  Provide supporting statistics for documents and communications from the Alliance, using various government and international organization data sources.
  • Draft talking points on various efficiency topics for use in presentations, communications or government relations.
  • Represent the Alliance in media interviews, in external speaking engagements and at meetings within the energy efficiency community and with government officials.
  • Serve as a liaison between the Alliance and peer organizations.

Essential Skills and Qualifications

  • Strong research, writing, and oral communications skills.
  • Demonstrated ability in all aspects of proposal development and execution.
  • At least two years of project management level experience, including budget oversight. 
  • Strong mathematical and analytical skills, including extensive experience using Excel for both spreadsheet and graph and figure generating purposes.
  • Familiarity with basic economic principles such as life-cycle cost analysis, discount rates and compound interest.
  • In-depth knowledge of two or more energy efficiency technologies, programs, or other relevant areas.
  • Strong computer skills, including working knowledge of word processing, spreadsheet, and preferably website and database software.
  • Demonstrated effectiveness working with team members.
  • Motivated and independent worker with demonstrated ability to complete specific activities on time and within budget.
  • A bachelor’s degree in a relevant discipline with at least five years of professional experience in relevant field (A masters degree may be substituted for 2 years professional experience).

Preferred Experience or Skills

  • Previous experience with communications and outreach to policymakers.
  • Previous experience as Congressional staff.
  • Previous experience with public speaking.
  • Previous experience writing web content.
  • Previous experience reading and summarizing legislation and scientific reports.
  • Familiarity with the data available from the U.S. Department of Energy’s Energy Information Administration and other data sources relevant to energy.
