The Secretariat of the Commission for Environmental Cooperation of North America (CEC), headquartered in Montreal, Quebec, Canada, is seeking an experienced professional to plan, develop and implement the CEC’s cooperative work program activities related to green growth in North America and assist in strengthening the facilitation, coordination and support for the work of the Secretariat and of Party experts in pursuit of the CEC’s strategic objectives.

This is a full-time two-year position with the possibility of renewal, based at the CEC Secretariat in Montreal, Quebec, Canada.

Under the overall direction of the CEC Director of Programs, the program manager will be responsible for establishing and maintaining effective partnerships and multilateral, consensus-building activities with stakeholders in Canada, Mexico, and the United States, including senior-level governmental officials and interested parties in academia, industry and the nongovernmental sector, to support cooperative environmental management initiatives across North America.

The incumbent will be responsible for developing and overseeing CEC projects related to green growth, including environmental regulation, waste reduction, energy efficiency and sustainable trade, production and consumption.

Reporting to the Director of Programs, the primary responsibilities of the incumbent in the above areas will include:

  • Exercise managerial/administrative functions to implement relevant projects in the CEC’s Operational Plan;
  • Serve as the CEC Secretariat’s expert and primary point of contact on matters relating to the areas mentioned above;
  • Supervise and manage the project team, and oversee the work of consultants and other assigned personnel;
  • Manage stakeholder participation and consensus-building; and
  • Within the position’s purview, contribute to communication, outreach and information dissemination activities.

Attributes and qualifications

The successful applicant from Canada, Mexico or the United States will have the following education and experience:

  • Advanced university degree at the masters or doctoral level in environmental sciences, environmental policy, environmental engineering, environmental economics, sustainable development or other relevant disciplines.
  • Minimum of ten years of experience combined with extensive knowledge in the field of the assigned program. Demonstrate experience in related international environmental issues and in working closely with government and in the management and coordination of inter-agency, inter-governmental, and international initiatives and projects.
  • Significant experience in the field of environmental regulation, environmental quality management, waste reduction, energy efficiency or sustainable trade, production and consumption.
  • Experience working in an environmental organization, or knowledge of and experience with current environmental policies and issues would be an asset. The candidate should also have extensive project management experience.

Competencies and skills

  • Excellent understanding of the objectives, programs, projects and initiatives of the CEC, especially with respect to engaging stakeholders and interest groups, and enhancing networking/outreach initiatives.
  • Outstanding communication and interpersonal skills to work in a multicultural environment and with a variety of stakeholders to develop consensus and resolve problems.
  • Effective writing skills to prepare, edit, review various documents prior to presentation/publication.
  • Exceptional organizational, management and project management skills to develop work plans, manage projects, and meet objectives and timeframes.
  • Strong leadership skills to manage and motivate staff.
  • Ability to identify stakeholders’ needs and coordinate and support the work of multiple experts and officials.
  • Capacity to work under pressure and solve problems rapidly and precisely.
  • Possess the qualities of adaptability and flexibility in a dynamic environment.

The candidate should possess excellent fluency in English and very good knowledge of one of the other two official languages of the CEC (French and Spanish). Preference will be given to candidates with proficiency in the three official languages of the CEC (English, French and Spanish).

The salary for this position will be determined based on professional qualifications. An employee benefits package is included.
