Today, FSC is the leading forest management certification system in the world. FSC works by bringing people together to promote responsible forest management and to find solutions to the problems created by bad forestry practices. FSC does so by providing standard-setting, trademark assurance, accreditation services and business value for companies and organizations interested in responsible forestry.

Products carrying the FSC label are independently certified to assure consumers that they come from forests that are managed to meet the social, economic and ecological needs of present and future generations.

FSC is registered as an international NGO in Mexico, but has its operational headquarters in Bonn, Germany. FSC has 5 Regional Offices and is represented through National Offices or Representatives in 45 countries across the world.

Mission statement/  business objectives of the function:

 

The Program Manager (Forest Management) is responsible for the strategic planning, organization and coordination of the development, maintenance and consistent implementation of FSC Policies and Standards in the core area of responsible forest management and legality. The Program Manager engages the FSC Network, certification bodies, stakeholders and governments, and delivers high quality services based on best practice.

Main roles and responsibilities:

 

  • Strategic planning and coordination of activities related to the development, maintenance and review of normative documents for certification and accreditation.
  • To coordinate the development of communications, guidance and training materials related to FSC's Forest Management (FM) Policies and Standards.
  • To coordinate, develop and provide advice and interpretation to certification bodies, Accreditation Services International (ASI), stakeholders and others throughout the FSC Network to ensure the consistent implementation of FSC Policies and Standards.
  • To coordinate project development and administration for work areas under his/her responsibility:
    • Conceptualizing projects and feasibility studies.
    • Providing support to fundraising and reporting to donors.
  • To coordinate monitoring:
    • Ongoing analysis of relevant policy developments (e.g. on public procurement, legality, bioenergy) and their impact on FSC's Forest Management projects, policies and standards.
    • Monitoring of the uptake and implementation of FSC's Forest Management Policies and Standards, analysis of problems and proposal of solutions.
  • To coordinate administration and handling of information requests by certification bodies and third parties related to FSC's Forest Management Policies and Standards.
  • To represent FSC externally in technical and other fora (e.g. on legality, public procurement, bioenergy).
  • To coordinate the work within the Forest Management Program:
    • Supervising and carrying out appraisals for all members of the FM Program.
    • Developing the FM Program work plan and budget.
    • Ensuring work plan implementation and budget adherence of all staff members of the FM Program.
    • Supervising the development and implementation of project plans.
    • Delegating tasks within the FM Program as needed.
    • Coordinating activities with other PSU Program areas and FSC Units as necessary.
  • Additional tasks as agreed with the Policy and Standards Director.

Execution of discretionary power:

Limited signing authority in line with organizational policies.

Functional attribution to organizational unit:

 

The Program Manager (Forest Management):

  • Reports to the Policy and Standards Director.
  • Supervises the staff of the Forest Management Program.

Cooperation with other operational units:

 

  • All units of FSC International (Director’s office, Policy and Standards, Quality Assurance, Business Development, Network, Central Services)
  • ASI – Accreditation Services International
  • FSC Regional Offices
  • FSC Network Partners (e.g. National Offices, National Representatives, National Focal Points)

Qualification experience and skills:

 

The successful candidate demonstrates the following key competencies and qualities:

  • Education: A university/ technical college degree in forestry/ wood technology or equivalent
  • Working Experience:
    • At least 10 years of professional experience in one or more of the following:
      • The forest sector;
      • Multi-stakeholder standards development processes;
      • Conservation management;
      • Corporate environmental responsibility programs.
    • Extensive project management experience.
  • Leadership: Several years of experience in supervising staff teams.
  • Languages:
    • Fluency in English (spoken and written).
    • Spanish is a plus.
  • Others:
    • Ability to work well as a member of a multi-cultural, inter-disciplinary, multi-lingual, global team.
    • Commitment to FSC’s mission and values.
    • Demonstrated cultural awareness and sensitivity to the diversity of values, views and approaches to issues relevant to the FSC program by stakeholders around the world.
    • Familiarity at the general level with the scope of FSC’s programs of standard setting, accreditation, trademark management and political engagement.
    • Ability to represent FSC through his/her work with exemplary personal and professional authority and conduct.

Terms and conditions:

  • Location: Bonn, Germany.
  • Full Time: 40 working hours per week.
  • Temporary contract: 2 years – extension possible.
  • Starting date: As soon as possible.
  • Travel: Regular travel is required.
