The International Council on Clean Transportation has a program associate position in its San Francisco, CA office to work on our Roadmap and Heavy-duty vehicle programs. Our Roadmap program helps policymakers worldwide identify and understand trends in the transportation sector, assess emission impacts of different policy options, and frame plans to effectively reduce emissions of both greenhouse gases (GHGs) and local air pollutants. To complement our Roadmap program, the ICCT has built a strong and easily accessible online database of information on global standards for transportation, including vehicle emission standards for air pollutants, GHG and fuel economy standards, fuel standards, and complementary policies, which will help to build the ICCT global reputation as a credible and objective source of information.

For the last several years, environmental and energy agencies in major vehicle markets (Japan, U.S., China, Mexico, Canada, Europe) have been developing and refining first-ever fuel economy and greenhouse gas emission standards for the large and extremely diverse heavy-duty vehicle sector.  The vehicles in this sector range from long-haul tractor-trailer combinations to urban buses to 1-ton pickup trucks. This is a growing practice area for the ICCT, and we are building a world-class team of technical and policy experts to assist governments with the development of these regulations.

For the Roadmap program, the program associate will:

  • Develop policy analyses and reports to compare the effects of adopted and forthcoming policies with policy potential in key regions. These analyses will require the use of our Excel-based emissions model;
  • Engage with ICCT staff and key partners to track and summarize all existing and new regulatory developments in transportation and air pollution markets;
  • Coordinate with ICCT staff to ensure that policy updates are captured in our models;
  • Maintain and improve an online database of information on global standards for transportation.

For the Heavy-duty vehicle program, the program associate will support research projects focused on emerging issues at the intersection of technology and environmental policy making by:

  • Researching, collecting, compiling, and analyzing data and information on topics ranging from technology abatement potential to GHG standard regulatory design;
  • Performing quantitative and qualitative analyses of current and proposed policy and strategies and providing technical support for policy implementation to local partners;
  • Contributing to reports, policy briefs, presentations and other publications;
  • Helping to organize workshops, invite-only meetings and other outreach events.

Qualifications

  • Strong technical and policy background with a foundation in air quality, climate change, and transportation policies;
  • A combination of work experience in a related field and/or a master’s degree in engineering, public policy, environmental science, or related discipline desirable;
  • Highly organized, self-directed, and creative and strategic in problem-solving;
  • Good understanding of transportation emission calculation methods, and familiarity with transportation data sources;
  • Excellent research, analytic, and quantitative skills (including advanced Excel skills), along with strong written and verbal communication skills;
  • Proficiency in English required, and fluency in another language desirable.
