EDF co-sponsored AB 32 and has been a lead architect and primary champion of the California carbon market over the past five years. With California poised to open North America's largest carbon market in 2013, we face a historic convergence of opportunities and challenges.
A thriving, sustainable and scalable California climate program can ultimately provide the proof we need that smart climate policy and smart economic policy work together. For those who see the urgency of curbing climate change, California is the opportunity - right now - to develop the tools and demonstrate the potential of a national and global program. Success requires aggressive focus on policy, litigation and communications. EDF and our allies must work with the state of California to get the state's climate program right, defend it against legal challenges - and be its tireless, effective champions in the public square.
