As a member of the Marine Strategic Planning Energy and Advice Team within the Planning ,Landscape ,Energy and Climate Change Group the post holder will lead the development and provision of strategic advice to NRW senior management and Board,Welsh Government ,the NRW Marine Programme Board ,Welsh Government`s Marine Transition Programme and others in relation to the development and implementation of:

  • the Marine Strategy Framework Directive (MSFD)
  • Marine and Coastal Access Act (Marine Act)
  • Marine Protected Area (MPA) network development and commitments
  • An ecosystem approach to the management of the marine environment
  • Marine conservation and biodiversity policy
  • EU maritime policy
  • Other related Welsh, UK, European and global MPA policy developments, initiatives and agreements

You will do this by informing people and processes to ensure that NRW staff and partners are provided with expert advice and guidance on the sustainable management of the marine environment with a focus on marine ecosystem advice and the implementation of the Marine Strategy Framework Directive.

Specifically the post holder will need to work across the business to provide:

  • National leadership and strategy for NRW’s work on integrating the provisions of the Marine Strategy Framework Directive and the principles of an ecosystem approach to the management of the marine environment with the NRW Marine Programme, the Welsh Government Marine Transition Programme and Marine and Fisheries Strategic Action Plan
  • Expert advice and knowledge to Government and national stakeholders to shape/inform policies, plans and strategies
  • Analysis, design and implementation of approaches that turn Government policy and corporate strategies and plans into cost effective and sustainable activity in Wales
  • Technical advice, support and guidance across NRW
  • Management of relationships with national stakeholders and partner organisations.

Job Specific Responsibilities

Delivering results

As a member of the Planning, Landscape, Energy and Climate Change Group the post holder will be responsible for contributing to the delivery of outcomes and key performance indicators as set out in the Sustainable Communities Departmental Delivery Plan.  Specifically the post holder will contribute to the development of NRW corporate strategy, policy and advice through leading the provision of specialist advice and guidance across NRW and, where appropriate, to Welsh Government and external stakeholders on the following:

  • the Marine Strategy Framework Directive (MSFD)
  • Marine and Coastal Access Act (Marine Act)
  • Marine Protected Area (MPA) network development and commitments
  • An ecosystem approach to the management of the marine environment
  • Marine conservation and biodiversity policy
  • EU maritime policy
  • Other related Welsh, UK, European and global MPA policy developments, initiatives and agreements

 The post holder will also:

  • Project manage NRW’s new MPAs work programme jointly with the Senior International Sites Officer
  • Project manage NRW’s input to the Defra-led MSFD implementation work programme
  • Lead coordination of work to implement the Marine and Coastal Act nature conservation proposals

Building strong stakeholder relationships

The post holder will:

  • Ensure that NRW develops and maintains a close and constructive working relationship with strategic marine partners, in particular, Welsh Government, Defra, JNCC and other statutory nature conservation bodies.
  • Represent NRW on an inter-agency and cross departmental basis in relation to the work areas identified above, attending relevant meetings, workshops and conferences as appropriate

Setting strategic direction

The post holder will help ensure that an ecosystem approach to the management of the marine environment is fully integrated with our work and advice and specifically:

  • Maintain a strategic overview of EU, UK and Welsh  policy developments of relevance to NRW’s marine work in relation to the implementation of the work areas set out in the job purpose, ensuring that intelligence is fed into the corporate and business planning process
  • Provide advice to NRW senior management, Board, Welsh Government and strategic partners in relation to the above work areas
  • Manage research projects and seek creative and innovative solutions to the integration of an ecosystem approach to the management of the marine environment within the delivery of NRW’s marine work, solving problems at a strategic level

Ensuring effective governance

The post holder will:

  • Contribute to the wider work of the Marine Strategic Planning, Energy and Advice Team, representing NRW and providing advice in relation to the sustainable management and planning of the maritime environment
  • Contribute to the work of the Marine Strategic Planning, Energy and Advice Team and the Planning Landscape, Energy and Advice Group through attending group and team meetings and contributing to the development of Departmental, Group and Team work plans
  • Behave in accordance with our corporate values and ensure that NRW policies and procedures are adhered to
  • Maintain and monitor performance against agreed goals and targets set out in Team and individual work plan
  • Report exceptions and investigate complaints ,near misses and incidents in line with corporate requirements
  • Maintain records and information in line with regulations and agreed standards

Job Specific Requirements

  • Educated to degree level in a relevant subject area, or the ability to demonstrate comparable technical know how relevant to the post the post holder will be experienced in:
  • Project management skills

  • Developing strategies and internal policies and providing advice and guidance in the relevant subject areas

  • Influencing and interpreting Government policy/legislation to establish approaches for the delivery of new requirements

  • Written and spoken communication, team working, and persuasive oral presentation skills

  • Decision making, analytical and problem solving skills, including being innovative with a drive to achieve results

  • Ability to work independently, with high standards of governance, demonstrating personal initiative and good organisational skills

  • Exemplar behaviours in well-being, health and safety, openness and honesty

  • A broad understanding of the legislation relevant to Natural Resources Wales and an ability to apply it in this role

  • An awareness of Welsh Culture and a positive attitude to linguistic and cultural diversity.

     The post holder will have a proven ability in `continuous improvement` and have practical experience in one or more of NRW`s broad functional areas and the legislation that applies, for example:

    • Marine and Coastal Access Act

    • Marine Strategy Framework Directive

    • The European Union Wild Birds Directive and Habitats Directive

Welsh Language Requirements

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are at:

Level 1 - The ability to use basic Welsh conversational phrases (eg “bore da” – “good morning”) and to pronounce Welsh place names correctly 

Knowledge/Qualifications

Educated to degree level or equivalent, or able to demonstrate comparable technical know-how, in a relevant subject.  Membership of a relevant professional body is desirable but not essential; the post holder will, however, be expected to keep up to date with recent developments in their field.

The post holder is responsible to: Marine Strategic Planning Energy and Advice Team Leader 

This post is responsible for:  Providing timely expert advice and guidance to Welsh Government, external stakeholders and to the NRW Board, Senior Management and staff on the following:

  • the Marine Strategy Framework Directive (MSFD),
  • Marine and Coastal Access Act (Marine Act),
  • Marine Protected Area (MPA) network development and commitments,
  • An ecosystem approach to the management of the marine environment
  • Marine conservation and biodiversity policy
  • EU maritime policy
  • Other related Welsh, UK, European and global MPA policy developments, initiatives and agreements

Status 

This is a permanent, pensionable full-time appointment of 37 hours a week. 

Salary 

£36,155 

This role will be subject to a forthcoming Job Evaluation exercise and this may result in a change to the salary.
