To analyse criminal and business intelligence and reliable information from internal and external sources to help Natural Resources Wales develop a clear strategy to deal with environmental crime in a targeted and prioritised manner that is in line with corporate priorities and functional steers. To support ongoing criminal investigations and to help develop investigative strategies with investigation and regulatory teams and to furnish those teams with accurate and timely intelligence products.
Responsibilities
Setting direction
- Support, facilitate and co-ordinate the Departments’ business planning, performance management and business improvement processes in order to ensure continuous improvement and delivery of Regional and National Enforcement priorities and strategic outcomes.
- Prepare the Enforcement Departments’ strategic and planning documentation and promote and develop use of Local Tactical Plans as a key management tool through Tasking and co-ordination.
Delivering results
- Working as part of the Natural Resources Wales’ Intelligence Service this post will be responsible for the
- Produce dynamic analytical products to direct and support Natural Resources Wales’ intelligence strategy, including Strategic and tactical assessments as well as problem and person profiles.
- Support operational teams working on complex investigations or serious criminality.
- Support the development of processes for both National and Local tasking and co-ordination
The post holder will be tasked with supporting our intelligence led approach to reduce, prevent and dismantle serious and organised environmental crime at an Area, National and International level.
Building relationships
- Develop and maintain effective internal working relationships with managers and staff in KSP, Legal and Operations to build the necessary trust and understanding to ensure effective service provision and delivery of organisational objectives which are supported by enforcement.
- Develop and maintain effective working relationships with external stakeholders, on a national and local level, and other enforcement authorities.
Ensuring effective governance
- Ensure compliance with relevant NRW policies and processes, e.g. health and safety, finance and schemes of delegation.
- Maintain and monitor performance against agreed goals and targets.
- Report exceptions to expected performance and investigate near misses and incidents in line with corporate requirements.
- Maintain records and information in line with regulations and agreed standards.
- Develop, implement and ensure compliance with relevant statutory requirements and codes of practice for enforcement authorities e.g. information handling and covert surveillance.
- Provide intelligence products to local and national tasking and co-ordination to help to prioritise work and monitor progress
- Responsible for the analysis of intelligence and production of tactical and strategic analytical products to lead, influence, direct and inform management’s decision making process.
Developing people and teams
- Coach and mentor investigators, intelligence staff and NRW Managers in the application of analytical approaches to tackling environmental crime
Job Specific Criteria
- Completion of National Intelligence Analysis Training (NIAT) or equivalent with practical experience and working knowledge and of the following PNC, Persons, Vehicle and VODS Essential (E)
- Use correct processes to handle Intelligence within relevant legislation (E)
- Undertake operational analysis on major investigations (E)
- Use Intelligence processes and NIM (E)
- Use of analytical techniques. Develop analytical products Conversant with the use of Intelligence systems and IT Analytical software - I2 or equivalent (E)
Welsh Language Requirements
Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.
