Description

The Principal Business Development Manager will be competent in undertaking all tasks related to, and understands all aspects of project life cycle development and implementation, including project origination, structuring, execution, implementation, technical cooperation, donor financing, and monitoring, related to supporting and expanding the Bank’s Green Economy Transition Approach (GET).

 

Reporting to the Pillar Head, the Principal Business Development Manager is based in London and will be required to travel extensively to visit clients’ operations across the EBRD’s region. The role will include elements of market intelligence, business planning, pipeline development, client management, and policy dialogue among others.

The Principal Business Development Manager will take a leadership role in delivering the Bank’s Green Economy Transition (GET) objectives and business targets (volume, number of projects and specific activities) in a  specific region or country of operation as follows:

 

  • coordinate, together with the E2C2 pillar heads the GET business priorities and define the Bank GET strategy in a specific country/region.
  • market EBRD lending opportunities and establish and manage business relations with clients.
  • identify and structure banking transactions working across the regional and banking matrix.
  • lead on development and implementation of technical assistance assignments to ensure GET investment activity.
  • conduct policy dialogue with local authorities and act as Bank’s focal point in relation to sustainable energy and/or resources for a specific country/region.
 
Accountabilities & Responsibilities
 
  • Responsible for the collection of market intelligence about relevant countries and sectors to support identification of gaps and opportunities and intervention areas where EBRD can make a meaningful intervention using policy dialogue, technical assistance and financing instruments to support projects in alignment with the Bank’ transition impact and additionality mandates. This ‘Country Diagnostic’ work may include inter alia statistical analysis and benchmarking, stakeholders’ analysis, mapping of the competitive environment and conducting reviews of countries’ mitigation and adaptation commitments. 
  • Identify and define, working together with regional directors, sector teams, EECC pillar heads, opportunities for maximising the Bank's impact and investment for GET across all sectors, and develop with EECC/ Banking teams approaches for realising this opportunity to deploy specific products or activities.
  • Ensure, on a best effort basis, using professional judgement and market understanding that EECC is pursuing the appropriate mix of projects and policy opportunities and that Country/Sector Teams achieve or exceed their GET targets in alignment with the work plans.
  • As a project team member, influence clients in order to structure and deliver GET element of banking transactions to ensure that GET is mainstreamed/maximised in the projects financed by EBRD.
  • Lead and act as internal EECC focal point (for the specific region/country of competence) on general awareness and marketing activities (in liaison with sector teams and EECC) to raise awareness of GET issues and initiatives of the Bank by all stakeholders with the aim of establishing EBRD as being at the front of GET financing in the country and helping generate new business for the Bank focused on GET.
  • In a leading or support capacity, work on implementation of policy dialogue recommendations from Policy Pillar and work with high level officials to implement policy dialogue interventions required to put in place and improve regulations enabling GET investments.
  • Represent the Bank locally and maintain relations with clients, Government officials and other stakeholders in order to create an enabling environment for sustainable energy and resource efficiency Investments, coordinate with other IFIs the efforts to promote sustainable energy ensure the Bank's strategy is met and maximise GET investments.
  • Responsible and accountable for launching and managing Technical Cooperation assignments (from identification of the objectives and TOR, to procurement, management of consulting teams, connection of results with the bankers) to maximise use of funds for GET.
  • Develop or contribute to the design and structuring of innovative products/new approached and TCs aimed at catalysing GET in a specific country or region, in particular energy efficiency in buildings/public buildings.

 

Knowledge, Skills, Experience & Qualifications

 

  • Engineering, finance or economics degree and a combination of technical and commercial skills required.
  • Significant technical and commercial work experience gained from a bank, equity fund, advisory services, corporate finance firm or an engineering organisation, including industry and/or consultancy experience in the energy/energy efficiency sector with a demonstrable track record of successful sustainable energy project development.
  • Ability to identify and articulate value-added proposition for clients to invest in GET.
  • Demonstrated ability to manage outsourced assignments for delivery of bankable investments and policy recommendations.
  • Significant experience in managing projects, teams and consultants.
  • Experience in emerging markets, including EBRD’s Country of Operations.
  • Sound understanding of business and finance principles as well as ability to grasp technical issues pertaining to sustainable energy projects.
  • Significant experience with policy analysis and policy formulation in the areas of climate change, resource efficiency, energy efficiency, technology transfer and energy.
  • Computer literacy and very good written and oral communication skills in English are essential; other Country of Operation  language(s) would be advantageous.
  • Knowledge of IFIs / international organisations, their institutional priorities and procedures, including donor fund mobilization experience.
  • Ability to operate consistently within business guidelines and ethics and work sensitively in multicultural environments, building effective working relations with clients and colleagues.
  • Self-motivated, ability to work to and meet tight deadlines and to plan and organise work unsupervised in a logical and efficient manner.
  • Ability to communicate appropriate, concise and accurate information in verbal and written formats, appropriate to the audience at the time and confidence in handling senior stakeholders.
  • The ability to tackle issues and problems in a logical and practical manner.
