Assistance to the government of Kyrgyz Republic in mainstreaming poverty and environment (P-E) linkages in the Kyrgyz Republic Development Strategy till 2020 (hereafter referred to as the Strategy 2020) will be conducted within the Poverty and Environment Initiative (PEI). It is the joint venture between the United Nations Develop Programme (UNDP) and the United Nations Environmental Programme (UNEP). Kyrgyzstan and Tajikistan have been selected for implementing the PEI in the region of Europe and the CIS. More information on the PEI concept and PEI activities can be found in the Guidance Note on Mainstreaming Environment into National Development Planning and at http://www.unpei.org/.

The Office of the President’s Administration is coordinating an on-going process of the Strategy 20202 elaboration and has welcomed the offer of the PEI immediate assistance in better integration of poverty-environment issues in the document. The Strategy 2020 will present a vision identifying main directions for the countries development (it will not include an action plan at this stage). The Strategy 2020 preparation is under coordination of the National Council on Strategic Development (chaired by the President of the Kyrgyz Republic). The Ministry of Economic Development and Trade serves as its secretariat. The National Council appointed the Department of Economic and Social Policy of the Administration of the President KR and the State Institute for Strategic Analyzes and Control (SISAC) to lead the work on elaborating the document.

President of the Kyrgyz Republic has approved 7 priority areas to be covered by the Strategy 2020 – see the Annex 1 for the draft Strategy 2020 outline. Three stages related to the Strategy 2020 have been identified by the responsible government entities:
  1. Finalization of its first draft – by 31 May 2009
  2. Nation-wide consultation (roundtables) of the draft document 
  3. Nation-wide presentation of the final document to different stakeholders, including public;


The whole process is expected to end by the end of 2009.


2.    CONSULTANCY GENERAL DESCRIPTION

UNDP CO was requested for the PEI to provide assistance in all three stages mentioned above. However, due to currently unclear follow-up process to the Strategy 2020 first draft elaboration (by 31 May 2009) this assignment is only related to the stage 1 – elaboration of the draft document.

Main task of the international consultant will be to advise and substantively support integration of poverty-environment nexus, as a cross-cutting issue, in the whole Strategy 2020 document. He/ she will be supported by 3 national consultants: responsible for:

  • environmental and economic sustainability chapter;
  • social development chapter and
  • compiling and mainstreaming all the findings and recommendations. 2 country-based translators will be also available for translating relevant country documents and deliverables from Russian to English and vice versa.

International consultant is expected to work very intensively the first two weeks of the assignment while being placed in Bishkek. His work will be based on the review of draft chapters, other relevant documents, and consultation with 3 national consultants and other national stakeholders.

Referring to the above the main objectives of the international expert’s assignment will be:

  • To identify major country specific poverty – environment linkages
  • To design and coordinate the process of integrating environment – poverty aspect into the Strategy 2020, taking into account a very short time available;
  • To provide substantive inputs to drafting Strategy 2020 related to poverty-environment mainstreaming
It is envisaged to prolong the assignment and contract in case realization of 2 other stages of Strategy 2020 will be confirmed. In this case the international consultant would substantively support the document consultation process.

 

Duties and Responsibilities

Major tasks

  1. Review available draft chapters of the Strategy 2020 and other key documents, reports, existing literature and on-going initiatives from the government, UN agencies and other international organizations and national organizations (e.g. Country Development Strategy 2008 – 2011, MDG Needs Assessment report, 2nd National Communication to UNFCCC, major sectoral, including environment development strategies, programme and plans, etc.);
  2. Continuous assistance to 3 national experts and to the government entities responsible for the Strategy 2020 elaboration;
  3. Identify an approach of for mainstreaming poverty – environment mainstreaming into the whole Strategy 2020 with reflecting the scope, objectives and level of details of the Strategy 2020, and taking into account a very short time frame of the assignment;
  4. Identify country specific poverty – environment linkages, potential impacts (negative and positive) of the Strategy 2020 main development goals, policies and measures on poverty and environmental sustainability;
  5. Formulate written recommendations for poverty – environment mainstreaming in relation to the Strategy 2020 goals, targets, proposed policies, indicators and other elements (as identified in the Strategy 2020; see the proposed content of each section content in the Annex 1);
  6. Participate on the presentations, discussion of the Strategy 2020, if needed;
  7. Clarification and reflection of received comments to the P-E inputs, if any
  8. Support national consultant in compiling all the P-E mainstreaming related inputs in the separate report, (in case such report is recommended to be elaborated);
  9. Preparation of a brief report describing the mainstreaming process, including lessons learned and recommendations for further poverty-environment mainstreaming
Deliverables

Deliverables to be produced by the consultant, in cooperation with national experts, include:
  • Written contributions (document of series of documents) to the Strategy 2020 section on ‘Environmental and economic sustainability’ and to the other chapters of the draft Strategy 2020, major poverty – environment issues, goals, indicators and targets, poverty and environmental impact assessment, recommendations for approaches and measures for poverty – environment mainstreaming, etc.;
  • Participation on the presentations, discussion of the Strategy 2020;
  • Written contributions to any other related documents arising from the draft Strategy 2020 consultation process;
  • Brief report describing the mainstreaming process, including lessons learned and recommendations for further poverty-environment mainstreaming;
Reporting

The consultant will report to the ECIS PEI regional team and to the UNDP Kyrgyzstan Country Office. The consultant will work in close collaboration with the UNDP Kyrgyzstan PEI national focal point, the Administration of the President KR and national consultants working on the assignment; 

Results of the mainstreaming process should be presented to UNDP CO and the Administration of the President KR in the format agreed between consultant and the PEI team at the beginning of the assignment. The same is applicable to the final mainstreaming process report. The exact timeframe for the PEI regional and national team providing comments to the deliverables and for consultant incorporating those comments will be also agreed at the beginning of the assignment.

In case of non-Russian speaker, the consultant will submit deliverables in English.

 

Competencies

Consultant will work on the assignment approximately 20 working days, in the period from May 11 to June 15. He/she will work full 2 weeks of the assignment in Bishkek and the rest of the time he will be home-based. His major delivery – written P-E related inputs to the draft Strategy 2020 need to be elaborated within the 2 weeks spent in Bishkek.

Consultant will be paid:
  • 80% of the total agreed lump sum after delivering written contributions (document or series of documents) to the chapters of the Strategy 2020 (see the first delivery above). This work will be done within the 2-weeks period based in Bishkek.
  • 20% of the lump sum after delivering a brief report describing mainstreaming process, including lessons learned and recommendations for further poverty-environment mainstreaming, and after the draft strategy is finalized and submitted to the government;
Quality of all deliverables mentioned above will have to be approved by both UNDP CO and UNDP BRC prior to paying the agreed amount. Consultant’s fee may be reduced in the deliveries will not be of sufficient quality or will not be submitted within the agreed time-frame (this will not apply in case the delay is caused not by the consultant but external factors the consultant is not in a position to influence).

 

Required Skills and Experience

The consultant should have the following profile:
  • International expert with a master’s degree in environmental science or management, development economics, development studies, social sciences, policy planning or related field;
  • At least 5 years experience in environmental and poverty issues, strategic planning, environmental policies and management; Strategic Environmental Assessment, integrated assessment or other environmental assessment techniques and experience in rapidly assessing information and developing recommendations.
  • Good team player. Experience in team leading;
  • Previous experience in participatory planning processes and work in the poverty-environment area
  • Previous experience in working in the country or the region is an asset;
  • Knowledge of the Russian language would be an advantage
